MINUTES
BOARD OF SELECTMEN
June 10, 2008
Present at the meeting that was held at the Town Building were Chairman Thomas Ruggiero and Selectmen Stephen Dungan, Kathleen Farrell, Jason Robart, and Ellen Sturgis.
Also present was Town Administrator William Wrigley. Administrative Assistant Susan McLaughlin was absent.
Chairman Ruggiero called the meeting to order at 7:00 p.m.
Town Administrator’s Report
Board voted on Administrator’s recommendation to transfer 93K reduced NRSD FY08 assessment credit to the FY08 snow and ice deficit. K. Farrell moved, S. Dungan second, unanimous support.
Appointment of new Fire Chief
Town Administrator introduced the members of the selection committee and they all made comments during the presentation. Members included: Bill Wrigley, Steve Dungan, Bruce Fletcher, Jeff Smith, and Tom Ruggiero.
Several members of the public commented.
Board voted to appoint Michael McLaughlin Stow Fire Chief. E. Sturgis moved, S. Dungan second, unanimous support.
Tyler Farm Agricultural Preservation Restriction
Presented by Pat Perry, Administrative Assistant, Stow Conservation Commission.
Two votes required to accept the protection of 8.6 acres:
1. The Board approved and accepted the APR granted by Mr. Tyler to the Commonwealth with the town holding the restriction jointly.
2. The Board approved the Conservation Commission to enter into a Co-Holders Agreement with the Commonwealth of Massachusetts on behalf of the town.
Both moved by K. Farrell and seconded by S. Dungan with unanimous support.
One day liquor license for June 14 Stow Firefighters 75th Celebration
S. Dungan moved, J. Robart second for purposes of discussion. Board unanimously opposed primarily due to event location.
One day liquor license for June 28 Sunshine Kids Gala Night
Board voted to amend to include all alcoholic beverages. J. Robart moved, S. Dungan second, unanimous support.
Annual appointments of Inspectors
S. Dungan moved, E. Sturgis second, unanimous support.
Annual warrant for dog control
E. Sturgis moved, S. Dungan second, unanimous support.
Affordable Housing Production Plan
Regarding MA DHCD notice of pending expiration December 17, 2008, Board agreed to forward notice to Stow Municipal Affordable Housing Trust.
Liaison Reports
· Board appointed S. Dungan as Master Plan Committee Liaison.
· E. Sturgis reported on Tri-Town and SBC meetings including a 400K grant received for the school building project.
· J. Robart reported Land Use Committee conducting parcel site visits.
· K. Farrell reported SMAHT closed bids on their RFP and received one proposal.
