BOARD OF SELECTMEN
May 7, 2007
Present at the meeting that was held at the Hale School Library were Chairman Stephen Dungan and Selectmen Jason Robart and Thomas Ruggiero.
Also present were Town Administrator William Wrigley, Town Counsel Jon Witten, and Administrative Assistant Susan McLaughlin.
Chairman Dungan called the meeting to order at 6:05 p.m.
Position on Major Town Meeting Articles
Article 39 – Development of Town Recreational Facilities (To borrow $405.0k)
Mr. Ruggiero moved to support Article 39, Mr. Dungan seconded. In discussion, Mr. Robart said he could not support $405.0k for new fields without a plan from Recreation for the care of existing fields.
Mssrs. Dungan and Ruggiero voted in favor of supporting Article 39; Mr. Robart voted opposed. The motion carried.
Article 40 – Creation of Recreational Fields (To transfer $600.0k of CPA funds)
Mr. Ruggiero moved to support Article 40, Mr. Dungan seconded. In discussion, it was noted that the Community Preservation funding is not contingent upon approval of Article 39.
Mssrs. Dungan and Ruggiero voted in favor of supporting Article 40; Mr. Robart voted opposed. The motion carried.
Ms. Makary and Ms. Wheeler arrived at approximately this time.
Update of Snow Property
Mr. Dungan reported the following:
· Mr. Snow changed the asking price back to the original $1.5M from recent reduction to $1.3M.
· Mr. Dungan added new information to his slide presentation on land banking: a list of the stakeholders with interest in the Snow property.
· The amount of lost property taxes per year if the Town purchased Snow is $5,594.
· Planning Board Chair Ernie Dodd and Mr. Wrigley provided the Board with the per-acre costs of several other properties the Town considered purchasing, for comparison to Snow.
School Building Task Force
Mr. Dungan reported that state Rep. Pat Walrath has conveyed to Town officials that the Mass School Building Authority recommends that the Town move No Action on the school building articles (Articles 36 and 37).
Street Acceptances
The Board received a written recommendation from the Superintendent of Streets, in favor of accepting Fairway Drive as a public way.
During the meeting, Board members signed certificates of recognition to be presented at Town Meeting.
At 6:24 p.m., the Board agreed to recess the meeting until the next evening, May 8, at 6:00 p.m.
