JOINT MEETING
BOARD OF SELECTMEN and
STOW REPRESENTATIVES OF
THE NASHOBA REGIONAL SCHOOL DISTRICT
February 27, 2006
Present at the meeting that was held at the Stow Town Building were Chairman Edward Perry and Selectmen Stephen Dungan, Carole Makary, and Janet Wheeler. The Board was joined by the three Stow representatives of the NRSD School Committee: Brian Burke, Ellen Sturgis, and Christine Way. Selectman John Clayton was on vacation.
Also present was Administrative Assistant Susan Flint Hosier. Town Administrator William Wrigley did not attend.
Chairman Perry called the meeting to order at 7:30 p.m. The purpose of the meeting was to continue interviews for membership on the new School Building Task Force and, at the conclusion of the interviews, to vote on the candidates and appoint the committee.
Mr. Perry said the process for selecting the task force members would be as follows:
· As a group, discuss each applicant individually.
· Individually, select the top 10 candidates on a paper ballot.
· One by one, read their choices aloud, in observance of the Open Meeting law.
· Submit the ballots to the Town Clerk and Administrative Assistant for tallying.
· In the event of one or more ties, additional votes would be held until the necessary number of candidates had been selected.
· Following the selection of candidates, the joint boards would vote, under one motion, to appoint the selected candidates to the School Building Task Force.
Eight applicants interviewed with the joint boards during the meeting, all of whom are Stow residents and registered voters. The applicants, in the order in which they interviewed, are Thomas Farnsworth, David Horne, Thomas Ryan, David Feakes, James Emken, George Nisotel, Lynn Colletti, and Julie Lynch.
Applicants were asked many of the same questions as those of the previous interviews. Some board members asked specific questions of individual candidates. Ms. Lynch explained she was withdrawing her application, due to the demands of a new job.
To a question from Ms. Makary regarding applications for the facilitator position, Ms. Hosier confirmed that no additional letters of interest had been received.
To decide on the number of members for the task force: (nine or eleven), Mr. Dungan moved to appoint 11 members and Mr. Burke seconded. Four voted in favor: Mr. Burke, Mr. Dungan, Mr. Perry, and Ms. Way. Three members were opposed: Ms. Makary, Ms. Sturgis, and Ms. Wheeler. The motion for an 11-member task force carried.
The two boards discussed the statute regarding appointment of a representative from the school committee. Ms. Sturgis had been recommended by the school committee for appointment. Asked if others were interested in the position, Mr. Burke requested that the opening be posted, allowing him 10 days to decide whether to apply for the position; others did not support this. Ms. Sturgis was interviewed, after which the two boards took a brief break.
Resuming the meeting, the boards discussed each of the 19 applicants briefly, chose 10 candidates from the list of 19; read their choices aloud; and submitted their ballots for tallying.
In the first round of voting, the following nine candidates were selected: Gary Bernklow, William Byron, Lynn Colletti, Lisa D’Alessio, C. Norman Farris, Sara Kilkenny, George Nisotel, Stephen Quinn, and Peter Rhoads. There was a three-way tie for the 10th position among David Horne, James Medeiros, and Thomas Ryan. A second vote was held, in which Mr. Ryan received three votes and the other two candidates received two votes each. Mr. Ryan was given the 10th position. The 11th position was filled by Stow NRSD representative Ellen Sturgis.
Mr. Perry then asked for a motion to appoint the selected candidates, which he listed by name, to the School Building Task Force. Ms. Makary so moved, Mr. Dungan seconded, and all voted in favor.
Mr. Perry said that the next meeting, to be held on March 7 at 7:00 pm, would be to discuss a facilitator for the task force. The meeting adjourned at roughly 10:00 pm.
