CM – Mike Lambert of DCAM will be in on Wed 12/19 at 11am to talk to CM regarding CM@Risk at the Stow Fire Academy. Anyone interested is welcome to attend.
Approve Minutes
MW moved to accept minutes of 11/26/07. CM seconded. Unanimous approval.
OPM RFQ
ES to attend an MSBA board meeting on Wednesday Nov 28. 83 school were listed in the newspaper by the MSBA, Stow was not on the list.
AFH noted that Stow is in line with the MSBA flow chart. The next foreseeable step will be MSBA approval of the OPM. Due to actions by the MSBA, this statement is no longer correct. See MSBA heading.

MSBA
MSBA contacted MW and informed him that Stow was on the Regionalization list.
On December 6, 2007 MW met with MSBA representative, Amy Pinkerton (Geographic liason) to discuss Stow’s position on the MSBA pipeline, Regionalization and to explain the next steps going forward in the MSBA process. At this meeting MW learned the following:
1. The next meeting with MSBA is scheduled for mid-end of January 2008.
2. MSBA does not understand regionalization/districts.
3. ‘If you want any financial assistance from MSBA you need to wait until January 08.’ When asked if Stow could continue going forward with OPM qualifications.
ES proposed that the send a letter to all OPM applicants and MSBA explaining that Stow is on hold until after the MSBA meeting scheduled for January 08. The outcome of said meeting will dictate the direction of the ESBC. At which time the applicants will be notified by ESBC. One foreseeable option would be that the ESBC would ask the applicants to update their resume/qualifications, if applicable.
AFH seconded, Approved unanimously
ES to draft letter to distribute to OPM applicants and MSBA.
The ESBC noted that a ballot item may have to be discussed and included for the May TM as a direct result of the future MSBA meeting and general observations.
MW to contact Pam Resor and Pat Walrath and inform them of the current MSBA situation.
Proactive options of the ESBC:
MW to talk to Jeff Wilson of DOE (Chapter 70)
MW to call Amy Pinkerton to assertain parameters associated with the MSBA definition of Regionalization.
MW and ES to contact Maynard, Hudson and Berlin/Boylston which are currently on the MSBA list in some capacity, to determine any and all options available which could include Stow/Nashoba.
Lacking regionalization parameters from MSBA, ESBC would like to investigate any and all aspects of creative Regionalization within the district and surrounding towns, including a Regionalized Horace Mann charter school. Current studies on districts/regionalization include student enrollment figures, travel and identity which would have to be explored within the confines of the MSBA. ESBC would like the meeting with MSBA in January 08 to be as productive as possible to enable Stow to move forward in some fashion.
CM at Risk
MW- attended the one day, November 20, 2007 CM at Risk Seminar.
Not all jobs are qualified for CM@Risk.
At any point after 60% CM@Risk is added to project.

Note: Town of Stow does not have a DCCPO procurement officer. The current RFQ/OPM asks that the applicant be certified but it may make sense to have someone in the town hall become certified.

Public Comment
Ann Needle: Current understanding is that Stow is not eligible for MSBA funding and needs to reapply SOI. MW responded that his understanding is that Stow is in the pipeline and if one of the 83 should skip a beat in the pipeline, Stow or another of the regionalization listed projects that is in line would step into the active pipeline and start receiving funding. Would we have to reapply the SOI? MW responded that it was his understanding that the answer is no but MSBA is still creating their organization and that could change.
