Steve Dungan felt it would be difficult for Article #3 to pass. The CPC did not vote to endorse the use of CPA funds for the project in Article #3, which means all funding would have to come from new taxes. Attendees briefly discussed the order in which Article #3 and #4 should be presented. Steve suggested that each committee, board, commission, etc meet independently to discuss and vote before continuing this discussion.
:9pt;color:#000000;">The BOS asked Bill Wrigley, Town Administrator, if a motion could be made on Town Meeting floor to reduce the land purchase price in Article #4. Bill Wrigley stated that in accordance with the Community Preservation Act, what is first voted on and recommended by the CPC is what can be considered (voted on) at Town Meeting. Bill believed that the intent of the CPC was to appropriate a specific amount for defined purposes. The CPC validated this. Therefore, the motion could not be altered on Town Meeting floor.
