A discussion began without quorum at 7:39pm. Since there was no quorum, no votes were taken.
Bills &Minutes:
The Committee received a bill from DLA Piper in the amount of $5000 for legal services for the Spring Hill appeal. The Committee had voted at a previous meeting to set aside $4000 for this service. It was agreed to discuss this at a meeting when there is a quorum.
CEMETERY COMMITTEE PROJECT DISCUSSION:
G.H. Gledhill, representing the Cemetery Committee, addressed the members. G.H. reported that the Cemetery Committee would not be requesting CPA funds for the Headstone Restoration Project. The Cemetery Committee felt that it was a very costly project and much of the cost comes from the record keeping service. Since Stow has already done all the record keeping, the Cemetery Committee did not feel the original plan was the best use of funds. Instead, using Perpetual Care Funds, they will send a few headstones out to be repaired/cleaned and then assess what works best.
G.H. submitted a draft application for a new project: Stone Wall Restoration (see attached submission). The Cemetery Committee is requesting CPA funds ($12,000-$15,000) to repair some of the historic stone walls in Stow’s lower village. The general feeling from the Community Preservation Committee members was that this seems like a very good project. Members liked the idea of starting with one area (lower village) and one vendor and “seeing how it goes”. If the initial project is successful then the Cemetery Committee may expand the project to other stone walls in other areas of Stow. Members asked G.H. to define the project as much as possible: who will be the contact & follow-up representative, cost/linear foot, are more stones needed, can some money from
the general fund be used to fix the walls (since insurance money, collected from accidents that have damaged the walls, goes directly into the general fund).
G.H. is going to follow up on the Committee Members’ suggestions and submit a formal application.
AFFORDABLE HOUSING DISCUSSION:
Beth Rust (Sudbury Housing Specialist), Amy Lepak (Sudbury Community Housing Committee), and members from the Stow Housing Partnership (Mike Kopczynski, Bob Billups, Margie Lynch) joined the CPC members at the table for this discussion. Beth distributed a handout, Stow/Sudbury Housing Discussion (attached), and led a discussion about Sudbury’s affordable housing.
