General Bylaw Review Committee
Meeting Minutes
April 28, 2005


Members present:
Jack Clayton, George Cormier, Kathleen Pavelchek, Deb Woods, and Linda Hathaway

Meeting called to order: 7:05 pm

The committee discussed the current bylaws and suggested areas for review.  Linda provided a preliminary list of some of the bylaws which the committee had discussed at earlier meetings. The list included the bylaw and which boards are directly impacted or which enforce the listed bylaws. (See attached). The committee also added Underground Storage Facilities –Fire Dept. and Bd. of Health and Hazardous Waste –Bd. of Health. The committee also discussed Bd. of Fire Engineers which are no longer appointed.  

Discussed not amending, at this time, Article 6, sections 2,3,4,5.

Discussed adding to definitions a definition for committees appointed by two appointing authorities.

After town meeting the committee will send another notice to all departments and committees reminding them of the review process and asking for their input.  Once we receive responses, we will assign liaisons and start scheduling meetings with the different departments and committees.

Next meeting scheduled for May 12th at7 pm., Town Building. The agenda to continue and complete operational plan. Confirm our June schedule.

Animal control:  Board of Health, Animal Control Office, Town Clerk, Police Dept.

Community Preservation: Community Preservation Committee and all the boards that comprise
the committee,  Bd. of Assessors, Conservation Commission, Council on Aging, Finance Committee, Historical Commission,  Housing Authority,  Open Space Committee, Planning Bd., Recreation Commission

Earth removal: Board of Selectmen, Police Department

Fees or Fines:  Police Regs. - Police Department, Lake Boon Commission, Animal Control

Finance Committee: Finance Committee, possibly the Moderator as he appoints the committee.

Lake Boon Regulations: Police Department, Lake Boon Commission

Personnel: all depts. and committees

Police Regs:  Police Department, Board of Selectmen

Solicitation: Police Dept., Board of Selectmen

Street acceptances: Board of Selectmen, Planning Board, Highway Dept.

Town Meeting:  depending on the possible changes contact
Moderator, Town Counsel, Town Administrator, Board of Selectmen, Town Clerk

Wetlands: Conservation Commission
