The Stonington Harbor Management Commission held a regular meeting on Monday, September 11, 2006 at 7:00 p.m. at Stonington Police Headquarters. Committee members present were Chairman Peter Vermilya, George Kenyon, Jack Gorby, Arthur Medeiros, Rose Raffo, William Abt and William Geary. Ed Smith and Rod Johnstone were absent. Harbormaster Eric Donch was present.
Chairman Vermilya called the meeting to order at 7:03 p.m.
Approval of Minutes
Mr. Kenyon made a motion to accept the August 14, 2006 minutes. Mr. Medeiros seconded the motion and it was unanimously approved.
Correspondence
Chairman Vermilya received the following: 1) Docko permit application for Scott Frisoli to retain and repair stone and mortar seawall at corner of Hancock and Omega Streets; 2) permit application of Eric Bam to repair seawall and dock modifications at 11 Hancock Street; 3) tentative approval by OLISP of permit application by Elizabeth Falk and Martin Piecuch for a new fixed pier at 193 Wamphassuc Point Road; 4) approval of permit for new fixed pier and float for Robert Valenti of 258 Palmer Neck Road; 5) OLISP Clean Vessel Act funding available.
Mr. Gorby made a motion that the Commission reviewed without comment the above-listed permit applications. Mr. Medeiros seconded the motion and it was so voted.
Treasurer’s Report
Mr. Abt reported as of August 31, 2006: total revenue $7,830; expenditures $10,302; available funds $9,583; boat fund $100; and dock fund $3,880. Chairman Vermilya paid the following bills as of September 11, 2006: PMW Marine, Port Supply and Harbormaster expenses of July and August 2006.
Harbormaster’s Report
Harbormaster Donch said 1 mooring was given up this month; no new permits were issued or assignments offered. There are two additions to the waiting list which totals 198.
Harbormaster Donch was told that two dinghys are missing in Stonington Harbor and a 17’ wooden rowing shell in Watch Hill. He encouraged the informants to file police reports.
Regarding Mr. Brad Moynihan’s inquiry about being dropped from the 1989 waiting list, Chairman Vermilya researched the SHMC records and did not find waiting or mooring lists prior to 1990. Ms. Raffo will check with past harbormaster, Sandy Grimes, to see if he can locate the lists. If no documentation can be located, Mr. Moynihan can write to Chairman Vermilya and request a hearing.
Harbormaster Donch has been using his personal account to purchase gas for the Robert G. Mr. Abt will ask the Town if SHMC can obtain a debit card with SHMC funds for fuel purchases for the Robert G.
Harbormaster Donch reported that the Robert G is performing better now that the new Yamaha propeller is installed. He will haul the Robert G for the season at his discretion.
Mr. Gorby made a motion to accept the Harbormaster’s Report. Mr. Medeiros seconded the motion and it was so voted.
Expansion of Mooring Area
Harbormaster Donch will prepare a chart designating possible areas for deep and shallow moorings in the harbor. Charts will be provided to Commission members for discussion and review.
Commercial Moorings
Mr. Gorby mailed letters to 33 Connecticut harbormasters requesting information on how they classify commercial moorings. He has received one response to date and the Commission will postpone discussion until other responses are received.
CUSH – Cleanup Stonington Harbor
Mr. Gorby reported that CUSH held a meeting on September 10, 2006. CUSH plans to ask the State for a grant for UCONN to monitor the amount and source of nitrogen and other non-source point water pollution in the harbor.

The October meeting will be held on Monday, October 2, 2006 at 7:00 p.m. at the Stonington Police Headquarters.

Mr. Kenyon made a motion to adjourn the meeting at 8:20 p.m. Mr. Gorby seconded the motion and it was so voted.
