08-03-06 Minutes
The Mystic Harbor Management Commission held a regular meeting on Thursday, August 3, 2006 at 7:30 p.m. at the Fourth District Voting Hall.  Commission members present were:  Chairman David Carreau, Lou Allyn, and Oliver Wilson.  Harbormaster Paul Watts was present.

Call to Order
Chairman Carreau called the meeting to order at 7:30 p.m.
The Commission said the pledge of allegiance.

Approval of Minutes
Mr. Allyn made a motion to accept the July 6, 2006 minutes.  Mr. Wilson seconded the motion and it was unanimously approved by the Commission.

“No Wake” Signs
The Mystic River Marina and Mystic Shipyard have posted signs to assist with efforts to prevent reckless boat operation.

Coast Guard Buoy #27
Harbormaster Watts confirmed through measurements that this buoy (located off West Mystic Shipyard) has moved approximately 20-25’ resulting in a narrowing of the channel.  He contacted the Coast Guard and they will return it to its historical location.

Harbormaster – Mooring Relocations
The new harbormaster’s mooring and the NITA – CT 8487X mooring have been marked and will be moved next week.

Transient Anchorage Buoy
The buoy became entangled with a boat and was dragged to an incorrect position.  Harbormaster Watts will return the buoy to its correct spot.

DRS Correspondence
Harbormaster Watts received a request for the database of boat registrations from the Connecticut Department of Revenue Services.  Mr. Allyn will provide the database to the DRS.  He has already provided the data for the moorings around Masons Island.

Power Outage
A severe thunderstorm interrupted the meeting at approximately 7:50 p.m. as power was lost at the 4th District Voting Hall.  The Commission discussed the following topics before adjournment.

“Rock” Buoy at Morgan Point
Harbormaster Watts, Mr. Allyn and Chairman Carreau will take measurements for the “no wake” sign to be posted.


Pumpout Boat
Mr. Constantine Macris has obtained the pumpout boat previously operated by the Town of Groton under the State program.  Mr. Carreau made a motion that the Commission investigate continuing its annual $1500.00 contribution to the pumpout boat.  Mr. Allyn seconded the motion and it was so voted.

Summer Schedule
The Commission will take its summer recess during September, 2006.  The next meeting is scheduled for October 5, 2006.

Kayak Trail Brochure
Mr. Allyn learned from Ms. Kate Brown of the DEP that more signs are being posted to designate public access areas.  She requested far more detail for the grant application than was available.  The Chamber of Commerce will assist in the effort.  Other information was that the public is only allowed below the high tide water mark unless permission is otherwise granted from the property owners.

CT Harbor Management Association
Mr. Allyn reported that he has not received notice about the annual dues or banquet meeting.  He also reported that the organization has elected a new president.

Adjournment
Mr. Wilson made a motion to adjourn the meeting at 7:58 p.m.  Mr. Allyn seconded the motion and it was so voted.
