12-01-05 Minutes
The Mystic Harbor Management Commission held a regular meeting on Thursday, December 1, 2005 at 7:30 p.m. at the Fourth District Voting Hall. Commission members present were: Chairman David Carreau, Richard Lotz, Oliver Wilson, Jack Washburn, and Jack Lee. Harbormaster Paul Watts was present.
Call to Order
Chairman Carreau called the meeting to order at 7:30 p.m.
The Commission said the pledge of allegiance.
Approval of Minutes
Mr. Wilson made a motion to accept the November 3, 2005 minutes. Mr. Washburn seconded the motion and it was unanimously approved by the Commission.
Derelict Boats
CT 1194 AL 06 - Harbormaster Watts spoke with Attorney Patrick Day and confirmed that written confirmation of abandonment still needed to be obtained from one remaining party who could be considered an owner of this sunken vessel. He may recommend that the Town proceed with removal.
CT 2553 AL 03- Chairman Carreau said that the owner had purchased the property on which the boat is aground. Court action is still pending.
Unauthorized Moorings
RI 9437 P – Chairman Carreau drafted a letter to the owner of the live aboard anchored southwest of Masons Island. The owner’s name and address are being verified.
Permit Renewals (2005) - Bay Street
Harbormaster Watts said that he deposited the $330.00 from legitimate Bay Street mooring holders.
Dredging of Federal Channel
Mr. Allyn is gathering data to justify the economic benefits to the Army Corps for dredging the federal channel.
Public Dinghy Dock – Jailhouse Point
The Town has received and is evaluating bids for construction of the public dinghy dock. The grant funding expires in May 2006.
Reckless Boat Operation
A draft of the unsafe boating reporting form was reviewed. Suggestions will be discussed at the January meeting. Also, Mr. Allyn obtained permission from the USCG to post “no wake” signs on Morgan Point Light. Mr. Wilson made a motion that the Commission spend the approximately $400.00 to have “no wake” signs made. Mr. Lee seconded the motion and it was unanimously approved.
Fairway Buoys – NITA – CT 8487 X 05
Harbormaster Watts will check the mooring database to make contact for relocating mooring from the Fairway south of the T-2 transient anchorage area.
Pumpout Boat
Harbormaster Watts has not received a response to his letter to the Groton Town Councilors regarding the necessity of the pumpout boat.
DEP Dredging at 14 Holmes Street #200501877-MG
The Commission learned that the permit request is for dredging only and not new floats.
Name for Bay East of Masons Island
Suggested names include “Kettleworks Bay”, “Fishworks Bay”, “Masons Bay”, “Andrews Bay”, “Riding Way Bay” and “Foggy Bay”.
Dock Modification – D. Grippo #200501772-GC
Mr. Lee made a motion that the Commission reviewed the application without comment. Mr. Lotz seconded the motion and it was so voted.
Letter from Docko re: Brewer’s Marina Dock Construction
A 1.2 foot discrepancy with the federal channel was discussed. Mr. Washburn made a motion that the Commission reviewed the documentation without comment. Mr. Lee seconded the motion and it was so voted.
Posting of Meeting Minutes on Town Website
Mr. Lee made a motion that the approved monthly minutes of the Commission meetings be posted on the Town website. Mr. Washburn seconded the motion and it was so voted.
Letter from Harbormaster to Shipyards
Harbormaster Watts sent letters dated November 10, 2005 to mooring service companies stating that no moorings are to be placed in the Mystic River without a signed permit from the Harbormaster.
Adjournment
Mr. Wilson made a motion to adjourn the meeting at 8:20 p.m. Mr. Lotz seconded the motion and it was so voted.
