January 24, 2007
The Stonington Board of Selectmen held a meeting on this day at 7 p.m. at the Stonington Police Station. Present were First Selectman William S. Brown, Selectman Peter L. Balestracci and Selectman Stephen E. Bessette. Also present were members of the public, the press and Town Hall staff.
(1) Call to Order
Mr. Brown called the meeting to order at 7:00 p.m. and the Pledge of Allegiance was recited.
(2) Approval of minutes
a. January 10, 2007 Regular Meeting
A motion was made by Mr. Bessette, seconded by Mr. Balestracci and voted unanimously to accept the minutes as distributed.
b. January 12, 2007 Special Meeting
A motion was made by Mr. Bessette, seconded by Mr. Balestracci and voted unanimously to accept the minutes as distributed.
(3) Comments from the Public
Bill Sternberg, Stonington addressed the issues of providing property information on-line, flooding on Cutler Street and the Permanent Committee
to Study the Needs and Use of Town Public Buildings, Including Town Hall Facilities.
David Christina, Stonington spoke on providing property information on-line, flooding on Cutler Street and the Permanent Committee to Study the Needs
and Use of Town Public Buildings, Including Town Hall Facilities.
(4) Correction of October 26, 2006 Minutes
Mr. Brown read a memo from Joanne Ramey, Executive Secretary requesting the BOS vote to reflect the changes noted below to the October 26, 2006 Board of
Selectmen minutes:
a. Under the “Comments from the Public” section, 2nd paragraph, 2nd sentence, should read “She expressed that the ‘perception’
of Commission members socializing was improper. She noted that while it may be legal, it is ethically questionable as
it frustrates the goal of having open meetings.”
b. Under the “Comments from the Public” section, 4th paragraph, should read, “Tom Haggerty, Pawcatuck, asked what follow up actions are
being taken regarding Gail Shea’s prepared statement that was delivered at the September 27, 2006 Board of Selectmen’s
meeting.”
A motion was made by Mr. Balestracci, seconded by Mr. Bessette and unanimously voted to accept the changes to the October 26, 2006 Board of Selectmen
minutes.
(5) Approval to Provide Property Information On-Line
Mr. Brown read a letter from George Sylvestre, Director of Administrative Services regarding providing on-line access to property information. Discussion occurred and the following resolution was read by Mr. Brown:
“The Board of Selectmen hereby supports the implementation and use of the Town’s Geographic Information System (GIS) for on-line access. This system includes
information currently available such as property assessment data, aerial photographs, property and street lines and flood zones. Additional layers to become
available will include such items as open space and wetland areas, zoning and land use maps, voting districts, fire districts and municipal infrastructure such as
Town buildings, sewers, drainage and street lights. This list is not intended to be exhaustive but to reflect the nature of information currently available and within the
public domain.”
A motion was made by Mr. Bessette, seconded by Mr. Balestracci and unanimously voted to accept this resolution providing property information
on-line.
(6) Discussion of Cutler Street Flooding
Doug Riley, 26 Cutler St.,Stonington spoke at length about the history of flooding on his property. Director of Public Works, Joe Bragaw addressed the issues and
plans to include a request to the CIP for monies to investigate further.
(7) Appointments/Reappointments
a. Economic Development Commission
Mr. Brown read a letter from Hamilton “Tony” Lee requesting to serve a full term as a permanent member of the Economic Development Commission. A motion
was made by Mr. Bessette, seconded by Mr. Balestracci
