Minutes 11/15/06
The Stonington Board of Selectmen held a special meeting on this date at 6:30 p.m. at the Stonington Police Station. Present were First Selectman William S. Brown, Selectman Peter L. Balestracci and Selectman Stephen Bessette. Also present were members of the public and press.

(1)     Call to Order
            Mr. Brown called the meeting to order at 6:30 p.m. and the Pledge of Allegiance was recited.

(2)     Interviews for the Zoning Board of Appeals
           David Rezendes and Richard Stern were interviewed for positions on the Zoning Board of Appeals.

(3)     Comments from the Public
            Gail Shea commented on the October 26, 2006 Board of Selectmen minutes, the candidates that were interviewed for ZBA, correcting Board of Selectmen minutes, the upcoming Planning and Zoning meeting on November 17, 2006, the Town website and the positive tone of the meeting.
        Mr. Brown responded that going forward the BOS will include correction and approval of the Board of Selectmen’s minutes as an agenda item.
        Bill Stenberg spoke about the upcoming Planning and Zoning meeting on
November 17, 2006 and the Town website.
        Marian Balestri commented on a ZBA interview candidate.
       John Prue spoke about Planning and Zoning issues, the composition of the Board of Selectmen and a ZBA interview candidate.
        David Christina spoke about the upcoming Planning and Zoning meeting on November 17, 2006.
        Ed Hart commented on the upcoming Planning and Zoning meeting on
November 17, 2006.

(4)     Presentation by West Broad Street School Playscape Committee
           Ed Haberek, Chairman of Team Playscape Committee addressed the Board of Selectmen about the Boundless Playground application the Committee is submitting.A motion was made by Mr. Balestracci, seconded by Mr. Bessette and voted unanimously to support and approve the submission of this Playground application.

(5)     Permit Fee Waiver for Wetlands Application – BOE Athletic Fields
        Mr. Brown read a letter from Frank Connolly, Business Director of the Board of Education asking for a waiver of the Wetlands Application fee for work on the lower athletic fields at Stonington High School.
        A motion was made by Mr. Bessette, seconded by Mr. Balestracci and unanimously voted to waive the Wetlands Application fee for the work on the Stonington High School lower athletic fields.

(6)     Resolution authorizing the First Selectman to execute a Memorandum of Understanding for Participation in the State Homeland Security Grant program FY2006
       A motion was made by Mr. Bessette, seconded by Mr. Balestracci and unanimously voted to authorize Mr. William S. Brown, First Selectman to execute a Memorandum of Understanding for Participation in the State Homeland Security Grant Program FY2006.

(7)     9-1-1 Street Numbering
        Mr. Brown read a memo from Mr. Joe Larkin, Planning and Zoning recommending the following address assignments:

        A motion was made by Mr. Bessette, seconded by Mr. Balestracci and voted unanimously to approve Mr. Larkin’s street numbering assignments.

(8)     Consider and Act on Regular Meeting schedules for 2007
        A motion was made by Mr. Balestracci, seconded by Mr. Bessette and unanimously voted to maintain the same schedules presently in effect; that is, the Board of Selectmen will meet on the 2nd and 4th Wednesdays of each month at 7:00 p.m. at the Stonington Police Station.

(9)     Bid Awards/Letters of Agreement
a.  Police Cars - Mr. Brown read a letter from Captain Jerry Desmond recommending to award the bid for new police cars to Herb Chambers Ford Company. A motion was made by Mr. Balestracci, seconded by Mr. Bessette and unanimously voted to award the bid to Herb Chambers Ford Company.

b.  Coogan  Boulevard Traffic Light - Mr. Brown read a letter from Joe Bragaw, Director of Public Works recommending to award the bid for the Coogan Boulevard Traffic Light Replacement Project to the low bidder Airway Electric. A motion was made by Mr. Bessette, seconded by Mr. Balestracci and voted unanimously to award the bid for the Coogan Boulevard Traffic Light Replacement Project to Airway Electric, East Granby, CT.

(10)    Re/Appointments  to Boards and Commissions
        Mr. Bessette moved to appoint Mr. Stephen Coan to the Board of Police Commissioners. Mr. Balestracci seconded and it was voted unanimously to approve the appointment of Mr. Stephen Coan to the Board of Police Commissioners.
        Mr. Brown moved to appoint Mr. David Rathbun to the Zoning Board of Appeals. Mr. Balestracci seconded the vote. The vote passed unanimously to approve Mr. David Rathbun to the Zoning Board of Appeals.
Mr. Brown moved to appoint Mr. David Rezendes to the Zoning Board of Appeals. Mr. Balestracci seconded the vote. Mr. Bessette commented he was not comfortable with some of the comments Mr. Rezendes made during his interview. The vote passed 2-1, Mr. Brown and Mr. Balestracci approving and Mr. Bessette opposed.  

(11)    Correspondence
        Mr. David Domarski, President and Mr. Barry Saluk, Treasurer, Friends of Stonington Crew, addressed the Board of Selectmen regarding the storage of their racing shells for the Stonington High School Crew Team. A packet was handed out to the Board of Selectmen and Mr. Brown noted that this issue will be placed as an agenda item on the next Board of Selectmen’s meeting.

(13)    New Business
        Mr. Brown reappointed Mr. Jack Steel as the Zoning Citation Hearing Officer in compliance with the Town’s ordinance entitled “Zoning Violation Citations and Procedure”, for a two-year term that will expire on December 20, 2008.

           There being no further business to come before the Board, the special meeting was adjourned at 7:45 p.m.
