Minutes 05/24/05

        The Board of Selectmen held a special meeting on this date at 7:00 p.m. at the Wequetequock Fire Department.  Present were First Selectman William S. Brown, Selectman Stephen E. Bessette, and Selectman Peter L. Balestracci.  Also present were members of the public and members of the press.

(1)     Call to Order
        Mr. Brown called the meeting to order at 7:00 p.m. and a moment of silence was held in honor of former First Selectman David Burdge who passed away on Thursday, May 19, 2005.

(2)     Consider and act on the Charter Revision Commission’s Draft Report
A motion was made by Mr. Bessette seconded by Mr. Balestracci and unanimously voted to accept the Charter Revision’s report as submitted with no changes.

A motion was made by Mr. Balestracci and seconded by Mr. Brown to send the recommendations of the Charter Revision Commission to a vote of the electors at the regular election to be held on November 8, 2005.  The motion passed with Mr. Balestracci and Mr. Brown voting in favor of the motion.  Mr. Bessette dissented.

The Selectmen congratulated Ms. Valenti for the excellent job done by the Charter Revision Commission and Ms. Valenti thanked the Selectmen for allowing this matter to go before the voters.

(3) Consider and act on 9-1-1 Street Numbering requests
The Planning and Zoning Department forwarded the following recommendations for assigning street numbers in accordance with the Street Naming and Numbering (Emergency
9-1-1) Ordinance.  The Assessor concurs with these recommendations.

        A motion was made by Mr. Brown, seconded by Mr. Balestracci and unanimously voted to assign these street numbers as recommended by the Planning and Zoning Department.

(4) Consider and act on Stonington Cemetery request to waive PZC Application Fees
A letter dated May 6, 2005 was received from Stonington Cemetery, requesting a waiver of Planning and Zoning Application fees for their revised site plan.  Stonington Cemetery is a not-for-profit association with a 501-C (3) tax-exempt status.     
A motion was made by Mr. Brown, seconded by Mr. Bessette and unanimously voted to approve Stonington Cemetery’s request for fee waiver as outlined in their May 6, 2005 letter.

(5) Consider and act on SVIA request to use Town Dock for Stonington Farmers Market
      A letter dated May 5, 2005 was received from the Stonington Village Improvement Association (SVIA), requesting permission to use the Stonington Town Dock field on Saturday mornings from June 11th to October 15th of 2005 for their Stonington Farmers Market.  The market will be open every Saturday from 9:00 a.m. to 12:00 noon (rain or shine).  They have an additional request this year.  In the past, a few of the vendors have continued to appear on Saturday mornings at the town dock on weekends beyond the official closing date for the year.  The SVIA is not opposed to this practice, but thinks the Town should be fully informed.  As a result, on behalf of the vendors, the SVIA requests permission to allow the vendors to use the town dock field through December 4, 2005.  Correspondence references a recent certificate of insurance, which was not enclosed.
        A motion was made by Mr. Bessette, seconded by Mr. Balestracci and unanimously voted to grant permission to the Stonington Village Improvement Association to use the Stonington Town Dock field from June 11th through December 4th, 2005.

(6) Consider and act on Conservation Easement acceptance for Chornyei re-subdivision
A memo dated May 12, 2005 was received from Jason Vincent, Planning Director, requesting that the Board of Selectmen approve a Conservation Easement as part of Ernest J. Chornyei’s re-subdivision at the northerly end of Shawondassee Drive, Stonington, in accordance with the Town’s Ordinance re: Acceptance of Streets, Roads and Easements.
        A motion was made by Mr. Bessette, seconded by Mr. Balestracci and unanimously voted to approve and accept the Conservation Easement as provided by Mr. Vincent.


(7)      Comments from the Public
        Mr. Vincent Faulise asked the Selectmen to restate their positions regarding the Charter Revision Commission’s findings.  Mr. Brown restated that he was not in favor of a Town Manager but was in favor of putting a question on the ballot regarding a Town Manager and 5 Selectmen.  He also reiterated that more information was needed before he would comment on the wording of the question on the ballot in November 2005.  Mr. Balestracci restated that he would be in favor of a Town Manager, but not 5 Selectmen; and Mr. Bessette restated his opposition of putting any ballot out for Town Manager and 5 Selectmen at the November election.

        Mrs. Balestracci congratulated The Day for the Budget Referendum coverage.

(8)             Adjourn
        There being no further business to come before the Board, the special meeting was adjourned at 7:21 p.m.
