        The Board of Selectmen held a special meeting on this date at 2:30 p.m. at the Stonington Town Hall.  Present were First Selectman William S. Brown, Selectman Stephen E. Bessette and Selectman Peter L. Balestracci.  Also present was one member of the press.

(1)  Call to Order
        Mr. Brown called the meeting to order at 2:30 p.m.

(2)     Bid Award: Town Dock Public Access Pier
        A memo dated April 29, 2005 was received from Joe Bragaw, Town Engineer, requesting that the Board of Selectmen award the bid for the Town Dock Public Access Pier Extension to the low bidder, Machnik Brothers, of Old Lyme, CT.
        A motion was made by Mr. Balestracci, seconded by Mr. Bessette and unanimously voted to accept the recommendation of the Town Engineer and award the bid for the Town Dock Public Access Pier Extension to the low bidder, Machnik Brothers, of Old Lyme, CT, as outlined in Mr. Bragaw’s correspondence.

(3)     Pawcatuck Lions Club Road Race
        A letter dated April 19, 2005 was received from Darren Stewart, along with a copy of a letter from the Lions Club of Pawcatuck, Inc. to the Stonington Board of Police Commissioners, requesting permission to conduct a 5K Road Race on May 18, 2005 at 6:00 p.m. and requesting permission to use Pawcatuck Park for this event.
        A motion was made by Mr. Balestracci, seconded by Mr. Bessette and unanimously voted to grant permission to the Lions Club of Pawcatuck, Inc. to conduct a 5K Road Race on May 18, 2005 at 6:00 p.m. and permission to use Pawcatuck Park for this event.

(4)     Endorsement of Citizen Participation Plan for Community Development Block Grant (CDBG) Program activities
        A memo dated April 25, 2005 was received from Jason Vincent, AICP, Director of Planning, requesting the Board of Selectmen’s endorsement of the proposed Town of Stonington Citizen Participation Plan for Community Development Block Grant (CDBG) Program activities, as modified by the Department of Planning, which was attached to his memo.
A motion was made by Mr. Bessette, seconded by Mr. Balestracci and unanimously voted to endorse the Town of Stonington Citizen Participation Plan for Community Development Block Grant (CDBG) Program activities, as requested in Mr. Vincent’s April 25, 2005 correspondence.

(5)     Stonington Garden Club Garden Tour:  request to use Town Dock area for parking on June 17th and 18th , 2005
        A letter dated April 25, 2005 was received from the Stonington Garden Club, requesting permission to use the Town Dock area, both the asphalt and grassy area, for parking on June 17 and 18, 2005 for their Garden Tour event.
A motion was made by Mr. Balestracci, seconded by Mr. Bessette and unanimously voted to grant permission to the Stonington Garden Club for use of the Town Dock area for parking on June 17 and 18, 2005 for their Garden Tour event.

(6)     Mystic VFW: Memorial Day Parade on May 30, 2005
A letter from the Mystic Veterans of Foreign Wars Post #3263 was received on April 18, 2005, regarding their Annual Memorial Day Parade on May 30, 2005 at 2:00 p.m.
A motion was made by Mr. Bessette, seconded by Mr. Balestracci and unanimously voted to grant permission to the Mystic Veterans of Foreign Wars Post #3263 to conduct their Annual Memorial Day Parade on May 30, 2005 at 2:00 p.m.

(7)   Stonington Borough F.D., Pioneer Hook & Ladder Co. No. 1: Anniversary parade
       on October 2, 2005
        A letter from the Pioneer Hook & Ladder Company of the Stonington Borough Fire Department was received on April 19, 2005.  They are celebrating their 125th anniversary in 2005 and are in the process of securing permission to have a parade on Sunday, October 2, 2005 at 1:00 p.m. to commemorate the occasion.  They would like to stage their parade at Town Hall, proceed down Elm Street to Cutler Street, cross the bridge into the Borough, and continue through the Borough concluding at the Fire House on Main Street.  They request permission to use the Town Hall parking area to stage the parade, and also request permission to close a small section of Main Street that is outside the Borough and is under the jurisdiction of the Town, being the section around Mathew’s Park to Water Street.
A motion was made by Mr. Balestracci, seconded by Mr. Bessette and unanimously voted to grant permission to the Pioneer Hook & Ladder Co. No. 1 to stage their parade at the Town Hall parking area and conduct their parade as outlined in their correspondence.

        There being no further business to come before the Board, the special meeting was adjourned at 2:39 p.m.
