Budget Committee Meeting

Meeting opened at 6:04 pm
Correction to the last meeting minutes:
To correct the Recommendation for the Town of Standish to survey other sources for the cost of Worker’s Compensation – The Town of Gorham did not change their Worker’s Compensation from the MMA. However, because they surveyed outside vendors and found the cost to be greatly reduced, they provided those costs to the MMA. The MMA then countered back with reduced costs for Worker’s Compensation premiums and the Town of Gorham elected to stay with the MMA with the reduced premiums.
Budget Review of Departments:
The following departments were reviewed and accepted at the previous meeting:
Public Safety: Motion made and seconded to Accept as Presented with no recommendations – 6 – 0.
General Assist: Motion made and seconded to Accept as Presented with no recommendations – 6 – 0.
Public Works: Motion made and seconded to Accept as Presented with no recommendations – 6 – 0.
Solid Waste: Motion made and seconded to Accept as Amended with this recommendation – 5 – 1.
Recreation: Motion made and seconded to Accept as Presented with no recommendations – 6 – 0.
Donations: Motion made and seconded to Accept as Amended with these recommendations – 6 – 0.
Employee Benefit: Motion made and seconded to Accept as Amended with this recommendation – 5 - 1
The following departments were reviewed this meeting:
Insurance:
Motion was made and seconded to Accept as Presented with no recommendation – 6 – 0.
Capital:
Motion was made and seconded to move the Fields Rehabilitation to a line item under the Recreation Department budget. This item has been within the Capital Budget for the last several years at a constant level of $9,000. Since it represents ongoing maintenance (fence repairs, painting, etc), it should be a line item and not contained within a Bond Item. The vote was 6 – 0 to move this to a line item.
Motion was made and seconded to Accept as Amended with this recommendation – 6 – 0.
Debt Service:
Removing the above $9,000 out of the Capital budget, should adjust the interest projected under Notes Payable. This will be a minimal change.
Motion made and seconded to Accept as Amended using the revised interest figures – 6 – 0.
Revenues:
Motion was made and seconded to Accept as Presented with no recommendations. – 6 – 0.
Recommendations from this meeting:
Recommendation to move the Fields Rehabilitation to a line item under the Recreation budget.
Chairperson Jane Cirone explained she will compile our report and send to those committee members who have email accounts for signature. She will connect with Carolyn Brown, who does not have email, for her signature on paper.
Once this report is approved, she will submit back to the Town Council prior to April 7th.
A motion was made and seconded to adjourn at 8:06 pm. There are not any further meetings planned at this time.
