Budget Committee Meeting
March 31, 2015

Meeting opened at 6:04 pm

Correction to the last meeting minutes:
        The Law Enforcement motion was made and seconded to Accept as Presented with no recommendations.  The vote was 6 – 0 instead of 4 – 0 as previously reported.


Budget Review of Departments:

The following departments were reviewed and accepted at the previous meeting:

Code Enforcement: Motion made and seconded to Accept as Amended – 5 – 1.
General Admin: Motion made and seconded to Accept as Amended – 5 – 1.
Planning: Motion made and seconded to Accept as Amended – 6 – 0.
Appeals Board: Motion made and seconded to Accept as Amended – 6 – 0.
Law Enforcemnt: Motion made and seconded to Accept as Presented with no recommendations – 6 – 0.


The following departments were reviewed this meeting:

Public Safety:
        Motion made and seconded to Accept as Presented with no recommendations – 6 – 0.

General Assistance:
        Motion made and seconded to Accept as Presented with no recommendations – 6 – 0.

Public Works:
        Motion made and seconded to Accept as Presented with no recommendations – 6 – 0.

Solid Waste:
        Motion made and seconded to reduce Special Waste Disposal by $10,000 – 5 – 1.
        Motion made and seconded to Accept as Amended with this recommendation – 5 – 1.

It was noted there appears to be over budgeting trending in this account over the past few years.

Recreation:

Donations:
*Motion made and seconded to add $2,000 for the School House Arts Center at the 3/25/15 meeting – 4 – 0.
It was noted the Town Council recommended the Leavitt’s Mill Free Health Center donation should be $1,200.  We corrected this on page 192 of our budget page.
        Motion made and seconded to Accept as Amended with these recommendations – 6 – 0.

Employee Benefits
        Motion made and seconded to reduce Employee Uniforms by $1,000 – 5 – 1.
        Motion made and seconded to Accept as Amended with this recommendation – 5 - 1
        


Recommendations from this meeting:

Recommend the Town survey other sources for the cost of Worker’s Compensation.  It was noted the Town of Gorham recently changed from the MMA Group Worker’s Compensation and received a sizable reduction in costs.

Recommend the Town of Standish give consideration to Employees participation in cost-sharing for the Group Insurance premiums.   Most private businesses and increasing numbers of municipalities are passing a portion of this cost to the employees.

A motion was made and seconded to adjourn at 8:20 pm.  Next meeting will be Wednesday, April 1st at 6:00 pm.
