Roll Call

1.      Call Meeting to Order

The meeting was called to order at 8:30 p.m.

2.      Approval of Minutes (4/9/13)

The June 18, 2013 minutes were approved with an amendment, unanimously.

3.      Discussion items

A.      South Windsor Center (Wapping area)

Ms. Pat Anderson stated that the Church would like to see the overall plan for the area before the Church


Councilor McCann reported that he met with Donna Williams from Wapping Church to discuss the proposal of sidewalks along their property frontage.  Ms. Williams explained that the church would like to have sidewalks but are not concerned about access from the church to the cemetery.  Other concerns voiced were the responsibility of taking care of the sidewalks regarding ice and snow, the loss of their plantings, and any disturbance to their wall.  Ms. Williams stated that if it were the churches decision they would prefer not to have sidewalks on Oakland Road.  The church is in favor of having crosswalks at the intersection.  Councilor McCann explained that alternatives were discussed such as coming down Peterson Way with sidewalks and connecting to the church.  Another alternative discussed was having sidewalks on the other side of Sullivan Avenue but there are challenges that are present.

Councilor McCann explained further that the church is concerned with the cost to remove snow and ice from the sidewalks also.  Councilor McCann suggested that a partnership with the Town be reviewed but would need to be discussed with the Town Manager and the Town Attorney.  This concept could also be used for other business owner’s as well.  Ms. Williams stated that the church would be having a meeting next Tuesday, June 25, 2013 to discuss this plan.  The church would like to have a liaison attend the next Sidewalk & Bikeway Sub-Committee meeting to report on their previous meeting regarding this issue.

Committee members discussed different safety options that could be taken to alleviate speeding when complete streets are implemented into this area.  

Councilor McCann felt that other property owners would need to be contacted to discuss this plan so they can voice concerns or comments.  Ms. Lazos Hood will be responsible to contact Sovereign Bank.  Councilor Anwar will be responsible to talk to the Town Manager.  Councilor McCann stated he would contact Neil Caron and Cody Holmes.

B.      Chapel Road Bike Route

        a.      Shar-row Education Campaign

Mr. O’Connor explained that a bike lane is being proposed on Chapel Road from Rugby Lane to Route 5.  Where the bike lanes run out there will be shar-row signs put up.  It will be necessary to educate the Town on shar-row signs.  Mr. Doolittle added that the lines will not be pained until July or August.

Committee members discussed bringing this concept to the Town Council for endorsement.  Mr. Rob O’Connor and Lia Huang from CRCOG can present this concept to the Town Council.  Councilor Anwar suggested that a Power Point presentation be given.



ITEM:

4.      Miscellaneous Discussion

Mr. Doolittle reported to the Committee that the Town applied for a grant for sidewalks on Ayers Road and Nevers Road but did not receive funding.  The second round of applications are due in July and the Town will re-submit an application.

Mr. O’Connor stated that Ken Sek, Steve Wagner and he have received their certification to be Bicycle Training Instructors and have been going to the elementary schools to educate the 4th Graders on bicycle safety and training.  This program will be part of the 4th Grade curriculum next year.

The next meeting is scheduled for July 9, 2013.

5.      Adjournment

At 8:40 p.m. Mr. O’Connor made a motion to adjourn the meeting.  Councilor Anwar seconded the motion, and it was approved, unanimously.
