1.      Call Meeting to Order

The meeting was called to order at 7:03 p.m.

2.      Approval of Minutes (3/12/13)

The March 12, 2013 minutes were approved with amendments.

3.      Discussion items

A.      South Windsor Center (Wapping area)

Councilor McCann felt that the Committee should decide what elements should be incorporated into the plan and what areas should be served that are not shown on the map.  Crosswalks are provided along two lanes of the intersection but not the other two. There are no sidewalks included in some of the areas that are important to the entire project.

Mr. Dickinson stated that sidewalks should be included around the church to Wapping Cemetery and then across the street to the businesses.

Committee members discussed the ability to install sidewalks from Wapping Church down Oakland to Wapping Cemetery.  Councilor McCann said he would contact the church to discuss access from the church to a sidewalk.

Answering questions from the Committee, Councillor McCann explained that there is funding for a project.  How detailed that funding is in terms of what it will pay for is unknown.  The Town will want to construct as much sidewalk as possible with the funding that is available.

Committee members discussed their visions for creating a pedestrian friendly area at South Windsor Center which would attract people to stop at the stores and walk around the area.  Feature of crosswalks should be discussed with the Town Engineer as well as all questions the Committee has regarding sidewalks.  Maintenance of sidewalks should be addressed as well as signalization at the intersection and realigning the crosswalk at the four way intersection.  Councillor McCann stated that all of the alterations to the plan be presented to Jeff Doolittle so a conceptual plan can be drafted.  The whole intersection will require curb cuts, sidewalks, and crosswalks.  Sidewalks would go down Ellington Road on both sides to Clark Street to the Post Office as well as down Buckland Road.  Sidewalks would also go down Oakland to the plaza where Teddy’s is located.  Committee members discussed aesthetic features that could be incorporated into the plan such as lamp posts from Wapping Center to Evergreen Walk, bus stop areas and crosswalks.  Councilor Anwar stated that a Beautification Committee is going to be established and that Committee might be a good group to partner with for things such as the lamp posts and plantings.

Committee members felt that Individuals that will need to be contacted to give input regarding the plan by business owners, the Town Engineer, Roy Normen and Dick Kelley.

B.      Chapel Road Bike Route

Mr. O’Connor stated that Lia Huang from CRCOG will be putting a draft plan together to incorporate sidewalks on both sides of Chapel Road.  Councilor McCann suggested that the lane widths be standard with bike lanes or larger shoulder widths incorporated into the plan.

Ms. Hole said she would contact Lia to have her report back to the Committee.

ITEM:

4.      Miscellaneous Discussion

Councillor Anwar gave the Committee an update on the Connecticut Studios project.

Councillor McCann added that Connecticut Studios has received an extension to April 25, 2013.
