Roll Call

Members Present:        Kevin McCann, Town Council
                        Robert O’Connor, South Windsor Walk and Wheel Ways
                        Ginny Hole, South Windsor Walk and Wheel Ways

Members Absent: M. Saud Anwar, Town Council

1.      Call Meeting to Order

The meeting was called to order at 7:32 p.m.

2.      Approval of Minutes (11/13/12)

The November 13, 2012 minutes were approved, unanimously.

3.      Discussion items

D.      Presenting Complete Street Features to the Town Council

Mr. O’Connor explained that Ginny Hole and himself attended the CRCOG Bike Committee meeting.  There was a lot of discussion regarding Complete Streets and community initiatives.  It is hopeful that the website could have a short video showing before and after pictures where Complete Streets have been implemented.  The Town Council should be shown the Complete Streets concept.  Ms. Hole explained that there is a way to show a rendering of what Wapping Center would look like with Complete Streets which could be brought to the Council.  Councilor McCann stated it would be nice to have visual but felt that this sub-committee should review it before bringing it to the Town Council.

ITEM:

B.      Update on Sidewalk Plan and Public Feedback

Ms. Hole stated that the Planning & Zoning Commission is waiting for this item to be approved by this sub-committee.  

Councilor McCann recommended that this item be brought to the Planning & Zoning Commission for approval and have the Planning & Zoning Commission bring this item to the Council to become a part of the Plan of Conservation and Development.

Ms. Hole said she would she would discuss this item with Michele Lipe who is the Town Planner.  

Councilor McCann felt that as far as this sub-committee, he feels the plan is ready to go to the proper Commissions.

Mr. O’Connor stated that he would bring the plan to the Park & Recreation Commission for their approval.

A.      Update on Connector Paths

Councilor McCann informed the sub-committee that three of the connector paths are complete.  There are funds left over in order to complete more paths.

Committee members discussed the completion of connector paths to the schools.  Councilor McCann stated he would talk to the principal of Pleasant Valley Elementary School because he feels it would be important to get the principal on board with Safe Routes to School.  It would help to get paths usable and in good shape.

C.      Update on the Proposed Multi-Use Paths

Councilor McCann stated he does not have any update on the multi-use paths.  

Ms. Hole explained that she is waiting to hear from Jeff Folger regarding the one particular private property to see if a path can be installed there because of wetlands.

4.      Miscellaneous Discussion

Mr. O’Connor suggested that the Town contact Ridgefield or Meriden regarding their trails to see how they worked with C L & P.

Mr. O’Connor then reported that a program has been implemented into the elementary schools regarding bike safety and will be a permanent part of the curriculum.   Sub-committee members discussed this program.  South Windsor is the first Town in Connecticut to implement a program like this in the schools.

The next meeting will be scheduled for January 8, 2013 or January 15, 2013 at 7:15 p.m.  An email will be sent to the sub-committee members to get consensus of which date to hold the meeting.
