Roll Call

Members Present:        Cindy Beaulieu, Town Council
                        Kevin McCann, Town Council
                        Robert O’Connor, South Windsor Walk and Wheel Ways

Members Absent: M. Saud Anwar, Town Council
                        Ginny Hole, South Windsor Walk and Wheel Ways

1.      Call Meeting to Order

The meeting was called to order at 7:24 p.m.

2.      Approval of Minutes (6/12/12)

Councillor Beaulieu made a motion to approve the 6/12/12 minutes.  Mr. O’Connor seconded the motion; and it was approved, unanimously.

3.      Discussion regarding the Town Attorney Opinion Letter

Committee members reviewed the Town Attorney’s opinion letter, as shown in attached Exhibit A.  Councillor McCann stated that the repealing of Ordinances from sections 86-82, 86-83, 86-84, 86-87, 86-88 and 86-89 will be brought to the next Town Council meeting for discussion.  The Town Attorney’s opinion will be necessary to come up with language to have the homeowners liable for any damage to the sidewalk that they cause or damage caused by a contractor that was hired by the homeowner.  

4.      Update on Connector Paths

Councilor McCann stated that previous discussions with John Caldwell it was originally stated that three connectors would be done by the end of the summer.  As it stands now, it looks like at the end of July the connectors will be done.  The connector paths can be discussed at the next meeting.

5.      Update on Sidewalk Plan

Councilor McCann stated that he has not received any feedback regarding the sidewalk plan.  Councilor Beaulieu felt that the Committee should wait until the Ordinance sections are repealed before the Committee does anything more with the sidewalk plan.

6.      Discussion Regarding Bike Lanes in Right or Left Hand Turn Lanes of Various Roads and How to Explain this to Town/State Officials

Committee members reviewed the handout titled “Bicycle Lanes”, as shown in attached Exhibit B.  The last page of the hand out shows the straight lane feature and right turn lane feature.  Mr. Bourke stated that he had heard there was gong to be a right turn lane into Town Hall but there would be no bike lane.  The Committee needs to find ways to get bike lanes incorporated into plans and felt that the feature shown on the last page of the hand out is the way to get things going.  

Councilor McCann felt that letters should be sent out explaining that DOT is not complying with complete streets when improvements are being done to a road.  Councilor McCann also felt that the Committee should find out what other Town’s are doing to get complete streets incorporated into their Town.

Mr. O’Connor stated that share the roads signs are being planned for different roads in Town and he felt that these signs should be incorporated onto Oakland Road.  

Mr. Bourke stated he would discuss these different options on the hand out with the Town Engineer and also give him a handout.
6.      Adjournment

At 8:07 p.m. Mr. O’Connor made a motion to adjourn the meeting.  Councillor McCann seconded the motion; and it was approved, unanimously.
