Roll Call

Members Present:        M. Saud Anwar, Town Council

1.      Call Meeting to Order

The meeting was called to order at 7:22 p.m.

2.      Approval of Minutes (4/10/12 and 5/15/12)

Councillor Anwar made a motion to approve the 4/10/12 and 5/15/12 minutes.  Mr. O’Connor seconded the motion; and it was approved, unanimously.

3.      Review of Sidewalk Priority Map

Councillor McCann explained that the map shows proposed sidewalks throughout Town with high, medium and low priority assigned to different roads.  

Ms. Hole stated that she had met with Michele Lipe who is the Town Planner and Jeff Doolittle who is the Town Engineer to structure the priorities of sidewalks throughout Town.  At a later date the length of the sidewalks will be identified.

Councillor McCann suggested that a set of criteria be created to show how priorities are determined.  Ms. Hole said she could sit down with Jeff Doolittle and Michele Lipe to create a list of how priorities are determined.  Answering questions from the Committee, Ms. Hole explained that she thinks sidewalks are proposed for one side of the road but will confirm that with Michele Lipe or Jeff Doolittle.

Councillor Anwar stated that when a proposal for the installation of a sidewalk is being brought to the Town Council, the Committee needs to find a way to bring residents who are in favor of sidewalks to the Town Council meetings.

3.      Review of Sidewalk Priority Map (continued)

Committee members discussed different ways to identify individuals who are in favor of constructing sidewalks throughout neighborhoods and throughout the Town.  Also discussed was the ability to do a presentation to those who are in opposition to sidewalks to explain the value in the construction of a sidewalk on a certain roads.  Councillor Anwar suggested that a letter be sent to Jeff Doolittle requesting that whenever there is going to be a meeting with the residents, the Sidewalk & Bikeway Sub-Committee be included.  A presentation could be put together to explain the importance and value of sidewalks throughout Town.

Councillor McCann requested that Ms. Hole contact Ann Ray and Cindy Yakoubian to see if they would like to come to a meeting.  This Committee needs to work with Safe Routes to School.

Mr. Sek suggested that at the Strawberry Fest a sign be put up requesting residents who have any questions about sidewalks to talk to someone in the booth.

4.      Motion to Recommend Sidewalk Map

Councillor McCann made a motion to change the sidewalk on Griffin Road between Brookfield Street and Nevers Road from a low priority to a high priority.  Councillor Anwar seconded the motion; and it was approved, unanimously.

Ms. Hole made a motion to extend the sidewalk from Troy Road to West Road and the existing sidewalk on Sullivan Avenue between Morgan Farms Drive and West Road to a high priority.  Councillor McCann seconded the motion; and it was approved, unanimously.

Ms. Hole made a motion to add a sidewalk on West Road from Sullivan Avenue to the Major Michael Donnelly Preserve making that sidewalk a medium priority.  Councillor McCann seconded the motion; and it was approved, unanimously.

Councillor Anwar made a motion to change the priority of the sidewalk on Clark Street between Ellington Road and Deming Street to a high priority.  Councillor McCann seconded the motion; and it was approved, unanimously.

ITEM:

4.      Motion to Recommend Sidewalk Map (continued)

Councillor Anwar made a motion to send a sidewalk priority map to the Town Council as approved by the Sidewalk and Bikeways Sub-Committee. Request that the Town Council have the map available at the South Windsor Public Library and the Community Center for public view so residents can comment to the Town Council.  Councillor Beaulieu seconded the motion; and it was approved, unanimously.

5.      Review Sidewalk Ordinances

Councillor McCann stated that he has not received any comments from the Town Manager or the Town Attorney regarding the enforceability.  One thing that can be addressed is section 86-87 of the Sidewalk Ordinance.  

Councillor McCann made a motion to make a recommendation to the Town Council to repeal Section 86-87 of the Sidewalk Ordinance.  Councillor Anwar seconded the motion; and it was approved, unanimously.

Committee members discussed the repair and maintenance of any sidewalks constructed after July 2012 being the Town’s responsibility.  Councillor McCann stated that the Town Attorney would have to craft the ordinance so that if the damage was created by the homeowner or a contractor that the homeowner hired, it would be the responsibility of the homeowner to repair the sidewalk.

6.      Adjournment

At 8:33 p.m. Mr. O’Connor made a motion to adjourn the meeting.  Councillor Beaulieu seconded the motion; and it was approved, unanimously.
