Roll Call

Members Present:        M. Saud Anwar, Town Council
                        Cindy Beaulieu, Town Council
                        Ginny Hole, South Windsor Walk and Wheel Ways
                        Robert O’Connor, South Windsor Walk and Wheel Ways

Members Absent: Kevin McCann, Town Council

1.      Call Meeting to Order

The meeting was called to order at 7:25 p.m.

2.      Approval of Minutes

Councilor Anwar made a motion to approve the minutes of February 15, 2012.  Robert O’Connor seconded the motion.

Vice-Chairperson Ginny Hole suggested amendments to the minutes.

The amended minutes were approved, unanimously.

3.      Discussion Items        

A.      Sidewalks – based on Jeff Doolittle’s research, property owners have not spent money on repairing sidewalks in the past 3 years.  Next step – check with Matt Galligan if he has any concerns if we submit recommendations to the Town Council to repeal Article III, Section 86-82 and Section 86-87.

The Committee felt the following questions should be answered:

•       Are there any other implications if the Committee submitted recommendations to the Town Council to repeal Article III, Section 86-82 and Section 86-87.
•       The cost of sidewalks.
•       How many miles of sidewalks are there throughout Town.

Ms. Hole reported that she attended a seminar in Manchester that was sponsored by CRCOG.  Manchester puts $1,000,000 aside per year and creates a plan how those funds will be used in regards to sidewalks.

There is $150,000 per year used to repair sidewalks.  When there is new construction of a development being proposed, sidewalks are put into the plans.  If it is determined sidewalks are not necessary, developers are still required to give the funds that would have been used to install sidewalks to the Town.  Those funds are put into an account for sidewalks.

Councilor Anwar felt that the Committee should be working towards the changes of the Ordinance in order to bring that to Town Council.  Repairs would be done properly if the Town is in charge of sidewalks.  Councilor Anwar stated that when roads are being improved, there are public meetings and this Committee should be involved in those meetings.

F.      Complete Streets – 4 corners (Rte. 30/Sullivan Avenue/Buckland Road)

Commission members discussed the ability for Sandy Fry from CRCOG to come to the next scheduled meeting on April 10, 2012 to do a presentation on “Complete Streets”.  Ms. Hole stated she would contact Ms. Fry.  The Committee felt town staff should be invited to attend this presentation.

B.      Propose Multi-Use Trail Connections – Appendix B from the South Windsor Walk & Wheel Ways Master Plan

Ms. Hole said she would discuss the cost of stone dust with Jeff Folger.  Stone dust could be used for pathways throughout Town that are connections to different areas in Town.

Committee members discussed creating a plan for connectors.  Mr. O’Connor felt existing connectors should be fixed throughout Town prior to more connections being established.

Councilor Anwar felt that connectors could be implemented on a yearly basis.

4.      Adjournment

At 8:26 p.m. the meeting was adjourned.
