The following are motions made during the June 3, 2010 Public Hearing/Regular Meeting.
Public Hearing
Chairperson Wagner called the public hearing to order at 7:34 pm
The recording secretary read the legal notice into the record as it was published in the Journal Inquirer on Saturday, May 22, 2010 and Saturday, May 29, 2010.
Appl. 2740-10 – Juliann Parsons, 7 Brian Road, South Windsor, CT - request for a 10 ft. variance to Table 3.1.2A to allow a 20 ft. x 26 ft. carport 30 ft. from the front property line (40 ft. required), at 7 Brian Road, A-20 zone.
Ms. Parsons reviewed the details of the application. Ms. Parsons answered questions from and provided additional information to the Commissioners regarding the current configuration of the property, house, driveway, fencing and shed, as well as the placement of, reasoning for placement and description of the proposed carport.
Chairperson Wagner closed the public hearing at 7:53 pm.

Motion to: approve Appl. 2740-10 – Juliann Parsons, 7 Brian Road, South Windsor, CT - request for a 10 ft. variance to Table 3.1.2A to allow a 20 ft. x 26 ft. carport 30 ft. from the front property line (40 ft. required), at 7 Brian Road, A-20 zone, with the following conditions:
1. A fence of at least 6 ft or natural plantings must be maintained along the Laurel Street frontage to screen the carport from Laurel Street;
2. In the event the applicant proposes to enclose the structure in the future, a new variance application will have to be approved by ZBA.

Proposed revisions to the by-laws are as follows:

II.a. A Chairperson shall be elected biennially…for a 24 month…from January to December
II.b. A Vice Chairperson shall be elected biennially …for a 24 month…from January to December
II.c. A Secretary of the Board shall be elected biennially …for a 24 month…from January to December
Add:
II.d. Elections will take place in January following the local municipal elections. In the event that any position becomes vacated, the Board shall elect another member to fill the vacancy.
II.e.9. The Chair may delegate to the recording secretary or acting recording secretary of the South Windsor Zoning Board of Appeals (ZBA) authority to sign “by Direction” letters transmitting to affected parties decisions taken by the Board.
