The following are motions made during the February 4, 2010 Public Hearing/Regular Meeting.

Public Hearing

Vice Chairperson Berstene called the public hearing to order at 7:30 pm

The recording secretary read the legal notice into the record as it was published in the Journal Inquirer on Saturday, January 23, 2010 and Saturday, January 30, 2010.

Appl. 2738-09 – Thomas E. Gorman, 29 Farmstead Drive, South Windsor, CT - request for a 4 foot variance to Table 3.1.2A to allow an addition 6 feet from the property line (10 required), at 29 Farmstead Drive, A-20 zone.

Thomas Gorman presented application.  The plan is to change the 1 car garage to living space and add a 2 car garage. Gorman indicated that an addition on the left side was not practical due to the position of the well, oil tank and large trees with extensive root structure. The right side requires a variance, but is the only practical side. Gorman also indicated that he continues to have a problem with road drainage running into the current garage.  Attempts have been made to eliminate this problem, but no solution has been found.  With the relocation of the driveway, the situation should improve. Gorman also mentioned that the non-conforming shed will be removed from back yard.  

Gorman stated that the garage addition will not be 2-story as originally planned – it will be a single story garage – approximately 15 ft high. The neighbors were notified of the application and were aware that there was a meeting being held.   

Vice Chairperson Berstene closed the public hearing at 7:43 pm.

ITEM:  Deliberative Session

ITEM:  Other Business

  • CT Federation of Planning and Zoning Agencies Annual Meeting literature – Recording Secretary will send to Chairperson Wagner via email and verify payment for those wishing to attend.
  • Michele Lipe advised that application/permit fee increases are being proposed as a part of a “Fees Ordinance” to be considered by the Town Council.  A discussion regarding costs, publication options for legal notices (newspaper vs web), and mailing/email options for correspondence followed.
  • Vice Chairperson Berstene requested that an item be added to the agenda for the next meeting to discuss receiving commission meeting packets via email.

Review of By-laws – Tabled to next meeting to allow for Chairperson Wagner’s recommendations.
