Chairperson Warren called the meeting to order at 7:30 p.m.  The Recording Secretary read the legal notice as published in the newspaper.

Appl. #2571-03 – Jerry McGuire, 139 Newmarker Road, request for an appeal from the Zoning Officer’s decision that a sign violation does not exist in the backyard of property located at 24 Jessica Drive A-Open Space zone.

This application will be heard at the May 1, 2002 meeting.  The Town Attorney could not make the meeting this evening and his attendance is required for this matter.

Appl. #2572-03 – Michael J. Switzer, request for a 6’ variance to section 10.2 to allow a proposed addition 34’ from the front property line (40’ required) at 6 Plum Lane, A-20 zone.

Mr. Michael Switzer came before the Commission to represent this application.  He explained that they would like to replace an existing one-car carport with a two-car garage.  The property is a corner lot and the house is built on an angle to the property lines.  One side of the garage is proposed to be one-car length deep and the other side is proposed to be two car lengths deep.

A petition speaking in favor of this application was submitted into the record, (Attachment A).

No one from the public spoke in opposition to this appeal.

Answering questions from the Commission, Mr. Switzer explained that the carport would be taken down and replaced with a two-car garage.  The existing trees between the abutting property will be taken down and new trees will be planted.  The outbuilding in the rear of the house is used for a utility shed.  The property is on a corner lot, so there would be a problem constructing a two-car garage on either side of the house.

With no further questions, the public participation portion of this appeal closed at 7:40 p.m.

Commission members discussed the year this development was constructed and felt the house being centered on the property leaves no room for any additional construction.

Hardship:       The house is centered on the property and angled to the property lines, making it impossible to construct an addition without the need for a variance.

ITEM:  Old Business

Chairperson Warren explained that an application the Zoning Board of Appeals heard in January, appl. #2564-03 – Chad E. Longo, 665 Nutmeg Road North for a repairer license has had a problem getting State approval.  The conditions ZBA placed on this application say no vehicles are to be sold from this location.  In order for the State to approve a license, the condition needs to read no vehicles are to be sold retail from this location.  The applicant is permitted to wholesale vehicles.  No more than two unregistered vehicles are allowed on the premises at one time.

Motion to:      modify approval letter granted to appl. #2564-03 – Chad E. Long, 665 Nutmeg Road North, I zone, to allow two unregistered vehicles to be on site (bought wholesale).

ITEM:  Correspondence

  FOI Workshop

There will be a FOI workshop for Town of South Windsor Board and Commission members on Wednesday, April 30, 2003 from 7:00 p.m. to 10:00 p.m.  The workshop will be at the South Windsor Town Hall in the Council Chambers.

Following the workshop, Town Attorney Barry Guliano will have an overview of the Town of South Windsor’s Code of Ethics and Legal Opinion Process.

  Annual Meeting

Commissioner Anthony gave the Commission an overview on the 55th annual meeting at the Aqua Turf Country Club.
