ITEM:  Correspondence and Reports

A letter from Hartford County Soil and Water Conservation District was received.
Jeff will handle a donation of $8.50, which is sent to them in July.

The Commission received notification from an applicant in Manchester who is
proposing development at Avery/Deming Street (Attachment A).

ITEM:  Minutes

It was the general consensus of the Commission to approve the December 20,
2000 minutes.

ITEM:  Conservation Commission

Wildlife Sanctuary

It appears that the cross country skiing trails are being used.  There are brochures and maps available for the public.

The GPS receiver is presently being used to map out trails at Nevers Road Park and the Wildlife Sanctuary.

Commission members discussed the observation platform that the Savings Bank of Rockville will be erecting.  Jeff suggested that a commitment letter be requested, this would enable the Commission to have a date to expect the observation platform construction to be completed.


ITEM:  Wetland Officer’s Report

Jeff told Commission members that he spoke with Mr. Addington, who is the owner of the parcel on the Connecticut River.  Mr. Addington stated that he did not do any major alterations on the property, he has only done maintenance to improve the existing crossing.  Mr. Addington also said that the clearing was done prior to his taking ownership of this property.  He would like to meet with the Commission on February 7, 2001 to discuss this matter.

Krawski – 130 Buckland Road

The cease and desist order was issued to Mr. Krawski and certified verification has been obtained showing that Mr. Krawski has received the notification.

ITEM:  Old Business

Discussion on the conservation easements and open space acquisitions will be discussed at a later meeting when Town Attorney, Barry Guliano and Councillor Tom Delnicki can both be present to speak on this matter.

Jeff informed Commission members that Town Attorney Barry Guliano feels that a procedure should be drafted regarding conservation easements.  This would be beneficial to this Commission, as well as the Town Council.

There was a discussion on different views Commission members had regarding conservation easement procedures.

ITEM:  Old Business

Chairperson Warren reminded Commission members about the meeting with the Planning & Zoning Commission scheduled on Tuesday, January 20, 2001 at 7:00 p.m. regarding strategic planning.

Commission members talked about different issues they would like to see discussed at this meeting.


ITEM:  Applications Received

Appl. #00-61P, Michael Lanza, Lanza re-subdivision, 57 Bourbon Street, Inland Wetland/Conservation Commission application for the construction of a single family residence in a proposed interior lot re-subdivision (Assessor map #91, parcel #87), RR Open Space zone.

This application will be heard at the Wednesday, February 7, 2001 meeting.

ITEM:  Show Cause Hearing

This section of the meeting was officially opened at 7:35 p.m.  Nobody was present to represent Mr. Krawski and the Town did receive verification that the notification to Mr. Krawski was received by him.

Jeff explained to Commission members that a show cause hearing is an opportunity for the recipient of a cease & desist order to demonstrate to the Commission that the cease & desist order should not remain in effect.

Commission members talked about different ways this situation could be handled.

It was the general consensus of the Commission that there is no evidence present to contradict the material in the cease, desist and restore order issued to Mr. Krawski.

Motion to:      uphold the cease, desist & restore order issued to Mr. Krawski.

The vote was as follows:  unanimous

Motion to:      place a note on the land records which indicates a cease, desist & restore order is on the property for a wetlands violation.

Motion to:      refer this matter to the Town Attorney for further legal action if Mr. Krawski or his agent have not complied with the cease, desist & restore order by February 5, 2001.
