TOWN OF SOUTH WINDSOR
INLAND WETLANDS/CONSERVATION COMMISSION

Minutes                                   - 1 -                                           April 15, 2015

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:00 pm

CONSERVATION COMMISSION:  Folger reported that a couple of Eagle Scout projects have already been completed.  At Slater Street Pond some benches have been built and the dock area cleared of brush and at Lawrence Road Park some picnic tables and benches have been built.

Folger is awaiting response from South Windsor High School teacher regarding Conservation Commission’s offer to provide financial assistance for the students going to the Envirothon event this year.  Details need to be worked out for the actual transfer of funds.

Folger stated that this is going to be a bad mosquito year due to very high ground water and widespread standing water.  Folger will place larvicide around the ball fields and has some packets available to residents upon request.

WETLAND OFFICER’S REPORT:   Folger has begun inspections of sites for erosion and sedimentation controls.

NEW BUSINESS:

Appl. #15-20P – Shea & Company Real Estate LLC – 49 Oakland Rd – Inland Wetlands/Conservation Commission application for approval for the construction of a parking lot on property located south of Oakland Rd, Restricted Commercial (RC) Zone.

Peter Demallie, President of Design Professionals Inc, and Daniel Jameson, Project Engineer with Design Professionals Inc, presented the application.  The application is for construction of a 10 space parking lot at the front of the property.  The disturbance will occur in the upland review area only.  There will be no direct impact to the wetlands.  Runoff currently draining to the property to the east will be significantly reduced by the use of infiltrators.

Marilyn Dzen, owner of 41 Oakland Road, the property to the immediate east, which currently is subjected to a lot of runoff, questioned whether there would be more or less runoff as proposed.  Mr. Jameson stated that the runoff would be greatly reduced.

Mr. Folger concurred with the proposal, stating that the plan presented would promote high water quality renovation.  Due to concern about a possible erosion issue, Mr. Folger suggested that a stone lined channel from the level spreader to the toe of the slope would be advisable.  Mr. DeMallie stated that it would be done without cutting down the trees in that area.

Motion to:  approve Appl #15-20P, with the following conditions:
  • The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
  • The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
  • The permit is valid for five years and shall expire on April 15, 2020.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.  
  • A bond shall be collected in the amount of $2,000.00 for establishment and maintenance of erosion and sediment controls.  
  • All approvals required must be obtained and submitted prior to any activity on the site.
  • A contact person shall be identified on the plans.
  • Creation of a stone lined channel from the level spreader to the toe of the slope must be included on the plan.

Appl. #15-22P – Suri Reality LLC – 50 Talbot LaneDetermination of Public Hearing - Inland Wetlands/Conservation Commission application for approval for the construction of an industrial building expansion, parking, stormwater structures and associated utilities on property located south of Governor’s Highway and east of Nutmeg Road South, Industrial (I) Zone.

Motion to: hold a public hearing on May 6, 2015 for Appl #15-22P due to the significant size of the project, the potential for public interest and the potential impact to a wetland or watercourse
