TOWN OF SOUTH WINDSOR
INLAND WETLANDS/CONSERVATION COMMISSION

Minutes                                   - 1 -                                           March 18, 2015

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Vice Chairperson Kelly called the meeting to order at 7:00 pm

PUBLIC PARTICIPATION:  none

MINUTES:  3/4/2015, approved by consensus

CONSERVATION COMMISSION:  Discussion:  Support for the South Windsor Environmental Club’s CT Envirothon team.  Folger reviewed the state wide Envirothon program – students must be transported by bus. South Windsor students must do fundraising to help pay for transportation; Folger suggested some of the agricultural lease money could be used to help provide some of the funding for South Windsor’s team; Kelly reviewed the agenda for the program; one aspect is for students to develop an urban forestry plan for a local parcel of land.  The team consists of five students plus one teacher for the competition, additional students can go but can not participate in the actual competition.  The cost of the bus is $615 for the day and the teacher stated if the Conservation Commission could fund half that cost it would be very helpful.  The teacher indicated that the students would also be fundraising which will contribute another $25 per student.  Folger will approach the team regarding making a presentation of their urban forestry project to the Commission.   

Motion to: donate to the South Windsor High School Environmental Club for the Envirothon an amount of $300 for bus transportation, plus a matching grant for any student fundraising up to another $150.

The motion carried and the vote was unanimous; Commissioner Kelly abstained due to her involvement with the Envirothon program.

WETLAND OFFICER’S REPORT:   Nothing to report due to frozen conditions.  Hopefully weather will break soon.

NEW BUSINESS:

Appl. #15-14P – Ticket Network – 83 Gerber Rd West – Conservation Commission application for approval of the expansion of the existing parking lot located east of Gerber Rd West, Industrial (I) Zone.

Eric Peterson, Gardner Peterson Associates, represented the applicant.  The proposal is to expand and pave the gravel parking lot at the back of the building.  The runoff will sheetflow off the parking lot, into a gravel filter trench, pass through a grass swale which will be lined with an erosion control blanket and enter an existing stormwater basin; promoting infiltration/preventing erosion.  The size of the basin will be increased by reworking a gravel drive that currently divides the basin in two.  All the water from a two year storm will remain in the basin, infiltrating through the bottom of the basin through three feet of sandy soil.  Once the water is above a two year storm level the water will meter itself out of the basin through a rip rap outlet area and continue as it does currently.  During construction, the erosion and sediment controls consist of installing an anti tracking pad; silt fence barriers.  The proposed maintenance plan consists of Ticket Network doing inspections of the stormwater basin and the swale to make sure they continue to function properly in the future.  Also an erosion and sediment control inspection schedule has been provided on the plans that show inspections should be done of the silt fence and the erosion controls on a weekly basis at a minimum and in the event of rain events of 0.5 inches, and make repairs as needed.

The issue of remaining stockpiles of previously excavated materials which are near the stormwater structure and the anticipated excavation materials from this project is to be addressed especially due to the instability of the old stockpiles.  Mr. Peterson will address this issue with the applicant, possibly to use them in a berm.

There was a concern about possible erosion along the discharge pathway, which must be examined, and addressed if necessary, during construction of this project.  An erosion issue could not be confirmed at this point due to the heavy snow cover in this area.

Several residents from Diane Drive expressed interest in the project as the Ticket Network land borders their properties.  Mr. Peterson addressed concerns they had regarding discharge and the stockpiles.  Other issues were noted by Mr. Peterson to be addressed at the Planning and Zoning Commission meeting to be held next week.

Motion to: approve Appl #15-14P, with the following conditions:
  • The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
  • The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
  • The permit is valid for five years and shall expire on March 18, 2020.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.  
  • Bonds shall be collected in the amount of $5,000.00 for maintenance of erosion and sediment controls; $10,000.00 for installation of the stormwater improvements.  
  • All approvals required must be obtained and submitted prior to any activity on the site.
  • A contact person shall be identified on the plans.
  • The outfall channel from the stormwater basin to be inspected for erosion and re-enforced if necessary, at the discretion of Town Staff.
  • The existing stockpiles must be stabilized or removed.
  • Revise the plan to show the disposition of materials to be excavated from the lot.
