TOWN OF SOUTH WINDSOR
INLAND WETLANDS/CONSERVATION COMMISSION


Minutes                                   - 1 -                                         February 18, 2015

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:00 pm

PUBLIC PARTICIPATION:  none

PERMIT EXTENSIONS:  none
CORRESPONDENCE AND REPORTS:  The Winter 2015 Habitat was distributed to the Commissioners.

BONDS:  none

CONSERVATION COMMISSION:  Folger stated that due to the amount of snow coverage there is nothing to report at this time.

WETLAND OFFICER’S REPORT:   Folger stated that due to the amount of snow coverage there is nothing to report at this time.

PUBLIC HEARING:  none

NEW BUSINESS:

App. #15-11P Modification to application #06-21W – Victory Outreach Ministries – 329 Scantic Road – Inland Wetland/Conservation Commission application for regulated activities in connection with the relocation of a stormwater system for a 44 unit Senior Residence Development (SRD), renewed in 03-16-2011, on property located southerly of Scantic Road.  Rural Residential Zone.  

Dana Steele, Professional Engineer with JR Russo & Associates, represented the applicant – West River Farms.  Mr. Steele explained that the land associated with this project is located in both East Windsor and South Windsor.  The modification to the application associated with the development proposed in East Windsor would not have necessitated a modification to the South Windsor application except that South Windsor emergency services staff requested some changes be made for access into the property.  The requested changes were to widen the gravel access road to a standard width of 18 feet and add a turnaround area near the South Windsor town line.  A wider access road would create a 303 square foot disturbance of wetlands at the wetland crossing on the South Windsor side.

Mr. Steele stated that the East Windsor Boy Scouts are interested in taking possession of the open space parcel near the Scantic River that no one else has indicated they want.  It would be used by the Boy Scouts and open to the general public.  

The Commission has concerns about the widening of the access road and would like more detailed information in writing from the emergency services staff requesting this change.  The Commission would also like research done regarding offering of the open space parcel to various entities prior to the Boy Scouts be allowed to take possession of it.

The Commission determined that more information was needed before a decision could be made regarding this modification and decided to continue Appl. #15-11P to the March 4, 2015 meeting.

Appl. #15-13W – Town of South Windsor – Avery Street ReconstructionDetermination of Public Hearing - Inland Wetland/Conservation Commission application for approval of the re-construction of a portion of Avery Street located north of Kelly Road and South of Beelzebub Road, Rural Residential (RR) Zone.

Motion to:  hold a public hearing at 7:10 pm on March 4, 2015 for Appl. #15-13W due to this being a town project and the potential for public interest in town projects.

The motion carried and the vote was unanimous.

OLD BUSINESS:  none

OTHER BUSINESS:  Election of Officers

Commissioner Heffler nominated Elizabeth Warren as Chairperson, seconded by Commissioner Blondin.  There were no other nominations.   Nominations were closed.  Secretary cast one ballot.  The vote was unanimous.

Commissioner Heffler nominated Barbara Kelly as Vice Chairperson, seconded by Commissioner Blondin.   There were no other nominations.  Nominations were closed.  Secretary cast one ballot.  The vote was unanimous.

Commissioner Warren nominated Carol Heffler as Secretary, seconded by Commissioner Delnicki.   There were no other nominations.  Nominations were closed.  Secretary cast one ballot.  The vote was unanimous.
