INLAND WETLANDS/CONSERVATION COMMISSION

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:00 pm

MINUTES:  2/19/2014.  Approved by consensus.

CONSERVATION COMMISSION:  Another boardwalk has been replaced at Donnelly as a scout project, leaving one other boardwalk to be replaced; and another scout project will be the replacement of the bench at the wildlife sanctuary.  

WETLAND OFFICER’S REPORT:  The water table is very high and consequently the mosquito problem is extreme this year.  Treatments are being done in the parks and traditional areas, and information and assistance is being offered to residents as requested.

NEW BUSINESS:

Appl. #14-32P – Clark Estates – Clark Street – Conservation Commission application for review and certification of the Erosion and Sedimentation Plan for a cluster housing facility, stormwater structures, and associated utilities on property located southerly of Clark St and westerly of Pleasant Valley Rd. Designed Residence Zone (DRZ).

Chris Alford, Alford Associates, Inc, presented the application for Mannarino Builders, Inc.  Mr. Alford   stated that the application is for erosion and sediment control requirements and that there are no wetlands on-site, so no direct impact to the wetlands.  There are 18 homes proposed for the condominium development, with storm drainage from the site continuing to flow toward Clark Street as it does now.  There is no watershed above the development.  During construction an anti-tracking pad will be used, fabric silt fence will be installed; runoff will be collected in a detention basin used for water quality treatment at that time.   A berm will be constructed and temporary settling basins utilized during construction.  There will be swales on all sides to direct water toward the basins to prevent runoff at any location except those two settling basins.  There will be stone check dams in the swales to slow down water as it is filtered through the swales to reduce the likelihood of erosion.  After construction there will be a plunge pool to a settling basin; a grass swale to the bottom of the basin, planted with a wetland seed mix.  The outlet structure from the basin is smaller than originally proposed and typical of detention basins recently constructed in Town.  The basin is sized to store a two year storm.  In answer to Commissioner Kelly’s question, Mr. Alford stated the impervious coverage will be 26%.  

Mr. Folger stated that the site is relatively flat, not much slope; the soils are very well drained or moderately drained.  There is an underdrain proposed - a 6 inch perforated pipe so over time the basin will drain down so there will not be standing water in the basin.  Infiltration is not feasible, soil has a silt component to it.
 
Motion to:  approve appl. #14-32P, with the following conditions:

  • The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
  • The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
  • The permit is valid for five years and shall expire on June 4, 2019. It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.
  • Bonds shall be collected in the amount of $15,000 to ensure adequate erosion and sediment controls are constructed and maintained through the construction process; and $10,000 for the installation of the stormwater system.
  • All approvals required must be obtained and submitted prior to any activity on the site.
6.      A contact person shall be identified on the plans.

Appl. #14-02P – Folsom Construction – 595 Nutmeg Rd North – Inland Wetland/Conservation Commission application for construction of an industrial building, equipment storage yard, stormwater structures, and associated utilities on property located westerly of Nutmeg Rd North.  Industrial (I) Zone.  Approval modification request.

Motion to: approve modification of approval condition #1 to allow extension for filing of mylars to July 8, 2014.
