INLAND WETLANDS/CONSERVATION COMMISSION


Minutes                                 - 1 -                                     July 10, 2013

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:00 pm

PUBLIC PARTICIPATION:  none

PERMIT EXTENSIONS:  none
CORRESPONDENCE AND REPORTS:  Letter from Jack Phillips pertaining to Appl #13-23W to be read into the record during the Public Hearing.

CONSERVATION COMMISSION:  

Folger reported that Trails Day held in June had a good turn out.   Chairperson Warren stated that during Trails Day at the Sanctuary people were not able to locate the Highest Point in South Windsor Marker.  Commissioner Reed said he recalled it being along the tree line.  Folger will look into it and if it has been overgrown could be used as a scout project to clear it out.

Folger stated that he is continuing the larvicide treatment for mosquito control, but that it is somewhat futile at this point due to the tremendous amount of water everywhere.  The Ag Experiment Station has a CO2 trap on Burgess Road, as well as locations in 60-70 other towns.  South Windsor is consistently #1 or #2 for the amount of mosquitoes.  West Nile Virus has been reported in two towns in Connecticut already.  This usually occurs a little bit later in the summer; around mid-July or early August.  Information is available on the Ag Experiment Station’s website.

WETLAND OFFICER’S REPORT:  

Folger stated that the construction sites have been relatively stable – no major blow-outs.  Folger has had problems with cooperation at the AMOUN site.

Folger mentioned that neighboring properties at 93 Commerce Way and 97 Commerce Way have inappropriately put fill down the terraced escarpment slopes and also filled onto DEEP property.  Folger met on site regarding the zoning violations on both properties.  DEEP has issued a notice of violation to 93 Commerce Way.  At this time, most of the zoning violations at 93 Commerce have been cleared up and an application will be coming to IWA for 93 and 97 Commerce to address the fill issue and re-stabilization of the slope.

Commissioners discussed revising the ordinance stipulating the fine that could be charged for a violation.  Folger will provide information to the Commissioners for their review.

Chair Warren reported that during the very heavy rainstorm today traffic could not go up Griffin in the vicinity of Brookfield due to the storm drain on Griffin overflowing.  The water was too deep to drive through.  Folger will notify Engineering and Streets; work had been done to that area to repair and improve the drainage.

Secretary Heffler read the Legal Notice as published in the Journal Inquirer.
 
Appl.# 13-23W – Amoun Pita & Distribution – 361 Pleasant Valley Road - Inland Wetland/Conservation Commission application for the construction of a entrance drive and storage yard for an existing industrial site and associated improvements on property located southerly of Pleasant Valley Rd and easterly of Jeffrey Drive, Industrial (I) Zone.

Karen Isherwood, Professional Engineer, and John Ianni, Professional Soil Scientist, presented information regarding the application.

Ms. Isherwood stated that the applicant was requesting additional parking; more gravel area for storage of trailers while trucks are being repaired indoors, will address the fill violation and comply with Folger’s recommendations.  Ms. Isherwood will have updated plans prepared addressing concerns of Commissioners as well as John Ianni and Folger:  100% water quality volume, stabilization of the embankment along the Podunk, better containment of hazardous materials both inside building and outside, test pits, wooden guardrails, fill cleaned up, small basin with level spreader needs outlet reworked, 100% perimeter controls – silt fence fixed, more protection of the swales.  Ms. Isherwood is also going to check on the outflow from the building that was a concern of Commissioner Kelly during the rainstorm today.  Folger also requested information about what the DEEP is requiring of the site.
