TOWN OF SOUTH WINDSOR
INLAND WETLANDS/CONSERVATION COMMISSION


Minutes                                 - 1 -                                     March 20, 2013

MEMBERS PRESENT:                Elizabeth Warren, John Blondin, Adam Reed, John Phillips, Audrey Delnicki, Hugh Brower, Barbara Kelly (arrived 7:28 pm)

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:04 pm

PUBLIC PARTICIPATION:  none

PERMIT EXTENSIONS:  none
CORRESPONDENCE AND REPORTS:  Chairperson Warren referred to a copy of the CREST newsletter from The Hartford Audubon which indicated that the Land Trust had decided to purchase the Frank Niederwerfer property across from the Wildlife Sanctuary.

BONDS:  none
MINUTES:  2/6/2013 minutes approved by consensus.

CONSERVATION COMMISSION:   Folger reported that there are a couple of Eagle Scout projects coming up – benches at Wapping Park.  An Eagle Scout working with the Director of Parks and Recreation will be setting up a box trailer to be a mobile work room for maintaining open space.  It will be outfitted with tools for that purpose and be available for other scouts’ projects as well.

Folger stated that not much money has come in yet from the leased farm land.  Hopefully this is the time of year when the payments can soon be expected.

WETLAND OFFICER’S REPORT:  Regarding two recent violations, Folger reported that the resident on Pleasant Valley Road has installed silt fence but due to recent winter storms has been unable to continue so far; a neighbor of the landowner on Patria Road that is in violation due to a situation of clearcutting advised Folger that he was in negotiations with the landowner for three acres of land involved in this issue.  He is an arborist/landscaper in need of more room and would like to continue negotiations with the current landowner and then put forward a site plan which would include mitigation measures and plantings for the clearing that has already occurred.  Folger has suggested he come before the Commission informally with this plan to see if it would be satisfactory to the Commission in addressing the violation.

PUBLIC HEARING:  None  

NEW BUSINESS:  

Appl# 13-03W – Fritz – 1020 & 1010, Pleasant Valley Road – Inland Wetland/Conservation Commission application for the construction of a septic system for an existing single family house, and a new single family house and associated improvements on properties located westerly of Pleasant Valley Rd, Rural Residential (RR) Zone.  Postponed to April 3rd meeting due to no sign being posted.

Appl.# 13-06P – GDS Estimating – 444 Nutmeg Rd North– Inland Wetland/Conservation Commission application for the approval of an industrial subdivision and site plan for an industrial building, parking, stormwater structures and associated improvements located northerly of Governors Highway and easterly of Talbot Lane. Industrial (I) Zone.
Chris Eseppi, Professional Engineering with PDS Engineering, represented the applicant.  Mr. Eseppi stated that this is a two phase project, that the two conservation easements previously placed on the property are still in place and that only the upland review area will be affected.   Mr. Eseppi provided information, answered Commissioners’ questions, and addressed recommendations and concerns from Jeff Folger and Jeff Doolittle, Town Engineer.

Motion to: approve Appl # 13-06P with conditions:

  • The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
  • The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
  • The permit is valid for five years and shall expire on March 20, 2018.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.  
  • Bonds shall be collected in the amount of $5,000 to ensure proper placement and maintenance of erosion and sediment controls and $10,000 for the installation of stormwater system.
  • All approvals required must be obtained and submitted prior to any activity on the site.
  • A contact person shall be identified on the plans.
  • Recontouring the swale for additional residence time and installation of an overflow must be done to the satisfaction of the Town Engineer.

OTHER BUSINESS: Folger reviewed information received at an FOI (Freedom of Information) workshop in regard to the vulnerability for personal computers if emails are sent/received involving applications.  A Commissioner’s personal computer could be confiscated in order to copy the entire hard drive to extract any information relating to an application if there is an FOI request made.  It was suggested that Gmail addresses be used instead of regular email addresses to avoid this situation.
