THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM
Chairperson Warren called the meeting to order at 7:00 pm
PUBLIC PARTICIPATION: none
PERMIT EXTENSIONS: none
CORRESPONDENCE AND REPORTS: none
BONDS: none
MINUTES: 12/19/2012 minutes approved by consensus.
CONSERVATION COMMISSION: Folger stated that an Eagle Scout has a project to build Wood Duck boxes for the ponds behind Philip R. Smith School. Another scout has a project to recreate a Native American hunting camp at Wapping Park.
Chairperson Warren stated that South Windsor Walk & Wheelways will be sponsoring Trails Days at the Wildlife Sanctuary on June 1st this year.
WETLAND OFFICER’S REPORT: Folger provided copies of violation letters sent to property owners recently. One was to Mr. Dave Caron regarding the clear cutting of a lot on Sullivan Avenue. Mr. Caron is to provide a wetlands delineation map to Mr. Folger to show if the wetlands on the property is involved or affected by this activity. The second letter was to Mr. Richard Breen regarding the filling and grading activities at 479 Peasant Valley Road. Mr. Breen has already complied with most of Mr. Folger’s requirements and will be providing the documentation establishing the wetlands boundaries.
PUBLIC HEARING: None
APPLICATIONS RECEIVED:
Appl# 13-03W – Fritz – 1020 & 1010, Pleasant Valley Road – Inland Wetland/Conservation Commission application for the construction of a septic system for an existing single family house, and a new single family house and associated improvements on properties located westerly of Pleasant Valley Rd, Rural Residential (RR) Zone.
OTHER BUSINESS: Planning and Zoning will be providing a draft of the Plan of Conservation and Development to IWA/CC for their review. The consultant for the project has suggested that the Town’s regulations be revised to reflect this commission’s policy of “no net loss” to wetlands.
Election of Officers
Commissioner Heffler nominated Elizabeth Warren as Chairperson. There were no other nominations. Secretary cast one ballot. The vote was unanimous.
Commissioner Heffler nominated Barbara Kelly as Second Chairperson. There were no other nominations. Secretary cast one ballot. The vote was unanimous.
Commissioner Phillips nominated Carol Heffler as Secretary. There were no other nominations. Secretary cast one ballot. The vote was unanimous.
