TOWN OF SOUTH WINDSOR
INLAND WETLANDS/CONSERVATION COMMISSION


Minutes                                 - 1 -                                 December 19, 2012

MEMBERS PRESENT:        Elizabeth Warren, John Blondin, Adam Reed, John Phillips, Barbara Kelly, Audrey Delnicki, Richard Muller, Carol Heffler

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:00 pm

PUBLIC PARTICIPATION:  none

PERMIT EXTENSIONS:  none
CORRESPONDENCE AND REPORTS:  2013 Meetings Schedule was distributed to the Commissioners.

BONDS:  none
MINUTES:  11/21/2012 minutes approved by consensus.

CONSERVATION COMMISSION:  None

WETLAND OFFICER’S REPORT:  None

PUBLIC HEARING:  None   

NEW BUSINESS:

Appl. #12-48W – Federal Express – 40 Kennedy Rd –  IWA/Conservation Commission application for the placement of three light poles within the wetlands on property located northerly of Sullivan avenue and easterly of Kennedy Rd.  Industrial (I) Zone.

Andy Krar, Design Professionals, presented the application to move 5 light poles 14 feet from the curb; 2 of which will be located in wetlands and 3 of which will be located in the upland review area.  There will be disturbance to both areas to install the wiring also.  All disturbed areas are to be restored to existing surface conditions upon completion of the relocation.  In one area, the security fence surrounding the property was placed in wetlands in error.  Fed Ex would prefer the fence remain as is – there would be additional wetlands disturbance if it was moved.

The Commissioners determined there would be minimal additional disturbance to wetlands and upland review area in moving the light poles and basically no net loss of wetlands when considering the entire project.

Motion to: approve Appl. #12-48W, with the following conditions:

  • The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
  • The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
  • The permit is valid for five years and shall expire on December 19, 2017.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.  
  • All approvals required must be obtained and submitted prior to any activity on the site.
  • A contact person shall be identified on the plans.

OTHER BUSINESS:

Holiday Party will be on January 9, 2013 at 6:00 pm at The Mill.
