TOWN OF SOUTH WINDSOR
INLAND WETLANDS/CONSERVATION COMMISSION

Minutes                                 - 1 -                                  October 17, 2012

MEMBERS PRESENT:                Elizabeth Warren, Carol Heffler, John Blondin, Hugh Brower, John Phillips, Barbara Kelly, Richard Muller, Audrey Delnicki

ALTERNATES PRESENT:     Vicki Paliulis, sitting for Adam Reed

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:04 pm

PUBLIC PARTICIPATION:  none

PERMIT EXTENSIONS:  none
CORRESPONDENCE AND REPORTS:  

Chairperson Warren confirmed that the Commissioners received a copy of the Wetlands Training Brochure.  

Mr. Folger reminded the Commissioners that all are expected to attend the Ethics and FOIA Training presentation scheduled for October 22, 2012.

BONDS:  none
MINUTES:  none

CONSERVATION COMMISSION:  Folger reported that the scout project for replacing the boardwalk at Donnelly has been completed, and another scout project will be to build a bridge over the small stream at Rye Street Park.

WETLAND OFFICER’S REPORT:  The magnet school is going well, there are no problems there.  Kelley’s bank project on the corner of Deming and Buckland is shaping up.  Fed Ex is going very good.  The outside is almost completed, the ponds are finished, the wetland plantings have been done.  The ponds will be stocked this fall with minnows, bass and blue gills.  The mitigation has been completed to enlarge the vernal pool in the back corner.

PUBLIC HEARING:  none

NEW BUSINESS:

Appl. #12-45P – Tartsinis Plaza – Sullivan Avenue – Determination of Public Hearing - IWA/Conservation Commission application for the construction of a retail/office development, stormwater control structures, and associated improvements on property located southerly of Hillside Drive.  General Commercial (GC) Zone.

Commissioner Phillips stated that this is essentially the plan presented at the preliminary discussion last month.  At that time the applicant had stated there could be other methods to access the property without, or with much less, wetlands disturbance.  The public hearing is needed due to the fact that there are other options they are aware of and have decided not to use that are impacting the wetlands directly.  The applicant will have to formally justify why the impacts are necessary.  The applicant was told at the preliminary meeting last month that just because another agency may want things a certain way does not mean necessarily that it is proper, permissible or acceptable in regard to IWA.  The applicant had also proposed a conservation easement for access into Donnelly.

Motion to: hold a Public Hearing on November 7, 2012 at 7:10 pm for Appl. #12-45-P, due the extent of the activity, the potential impact to wetlands and watercourses, and the potential for public interest.

The motion carried and the vote was unanimous

OLD BUSINESS:

Commissioner Brower stated that during the last Town Council meeting the subject of the mitigation for the grasshopper sparrows and tiger beetles on the CT Studios proposed site was discussed.  Brower clarified the mistaken impression that IWA/CC was responsible for the mitigation as proposed, by explaining that the mitigation was developed by the applicant and the State working together.  IWA/CC approved the entire project; they did not specify the mitigation.
