THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Acting Chairperson Phillips called the meeting to order at 7:05 pm

ITEM:  PUBLIC HEARING:  7:05

Appl. #12-36W – Town of South Windsor – Road Culvert Maintenance General Permit – IWA/Conservation Commission application for a general permit to repair or replace road culverts as needed within specific guidelines.

Commissioner Delnicki read the legal notice into the record.

Jeff Doolittle, Town Engineer, reviewed the information presented with the application.  The request for the General Permit was based on the number of culverts in Town in need of repair or replacement; the standardized work to be done on the culverts; the ability and availability of public works to do the work; a cost savings if done by town personnel instead of contracted out.  Doolittle, Folger and Mark Owens from Public Works will assess each culvert to determine if they fall within the general permit guidelines, such as:  not more than 800 sq ft of wetland disturbance for any one culvert project or an application would have to be submitted to IWA.  A list of the culverts to be addressed will be compiled each fiscal year.  A report will be submitted to IWA after the work has been completed on each culvert.  Once a culvert has been scheduled for repair, abutters will be notified, signs will be posted and, if necessary, arrangements made with property owners regarding permission and/or easements, etc. Plunge pools will be used on both ends of the culverts, with standard e&s measures followed – silt fence and hay bales.  Each project should take a couple of days to possibly a week – there will be enough time to stabilize the area in the event a storm event is predicted.  Doolittle stated that the only alternative was to do nothing, but that would not solve the problem.  By using a crew from the Town’s Public Works Dept., it will be less costly with less disturbance and completed in a more timely manner than by submitting separate applications for each culvert.

Motion:  based on an assessment of the material presented in whole, move to have the Commission issue a finding of no prudent and feasible alternatives.

ITEM:   NEW BUSINESS:  

Appl. #12-36W – Town of South Windsor – Road Culvert Maintenance General Permit – IWA/Conservation Commission application for a general permit to repair or replace road culverts as needed within specific guidelines.

Motion to: approve Appl. #12-36W – Town of South Windsor – Road Culvert Maintenance General Permit – IWA/Conservation Commission application for a general permit to repair or replace road culverts as needed within specific guidelines, with the following conditions:

  • The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
  • The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
  • The permit is valid for five years and shall expire on August 1, 2017. It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.  
  • All approvals required must be obtained and submitted prior to any activity on the site.
  • A contact person shall be identified on the plans.
  • Maximum wetland disturbance of 800 sq ft allowed per culvert.
  • Assessment of each project by town staff is required prior to commencement of work.
A report from town staff is to be submitted to the Commission upon completion of each project.
