THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:04 pm

ITEM:  PUBLIC PARTICIPATION:   none

ITEM:  PERMIT EXTENSIONS:   none

ITEM:  CORRESPONDENCE AND REPORTS:

Chairperson Warren read a letter from the Town Council directing the Town Manager to have the property at 765 Sullivan Avenue subdivided into two parcels.  One parcel will be suitable for a building lot and available for sale.  The second parcel will be classified as open space and become part of Donnelly.

Warren advised the Commission that the Eugene Policelli Service Awards applications are available for nominating an individual who has “improved the quality of life in South Windsor through their voluntary service”.

Warren read a letter from the Town Council acknowledging Timothy Appleton’s resignation from IWA/CC and thanking him for his service.

ITEM:  MINUTES:  January 18, 2012 minutes approved by consensus.  

ITEM:  CONSERVATION COMMISSION:  Commissioner Kelly reviewed the recommendations she presented to the PZC on behalf of the IWA/CC at a special meeting on January 31, 2012.  Kelly stated that the recommendations from each Commission are to be submitted in written format to the Planning Department.  The recording secretary will be responsible for incorporating IWA/CC’s recommendations on letterhead once they are received from Commissioner Kelly.  At the PZC meeting, the representative from Planimetrics questioned whether the Conservation Commission is short changed by being combined with IWA.  Commission Kelly answered that she did not feel that it was and all the Commissioners were in agreement.

ITEM:   NEW BUSINESS:  

Appl. #12-03W – Town of South Windsor – Buckland Road Bridge Dredging – Determination of Public Hearing: IWA/Conservation Commission application to remove accumulated sediment from existing culverts at the Plum Gully Brook road crossing. The site is located northerly of Deming Street and southerly of Oakland Road.

Motion to: Hold a public hearing on February 15, 2012 on Appl. #12-03W – Town of South Windsor – Buckland Road Bridge Dredging - IWA/Conservation Commission application to remove accumulated sediment from existing culverts at the Plum Gully Brook road crossing. The site is located northerly of Deming Street and southerly of Oakland Road, based on the potential for adverse impact to a watercourse and of the potential for public interest.

The motion carried and the vote was unanimous

Appl. #12-04W – Town of South Windsor – Strong Road Reconstruction Project – Determination of Public Hearing IWA/Conservation Commission application for the reconstruction of Strong Road including associated improvements to the drainage and stormwater structures.  The site is located easterly of Nutmeg Road.

Motion to: Hold a public hearing on February 15, 2012 on Appl. #12-04W – Town of South Windsor – Strong Road Reconstruction Project - IWA/Conservation Commission application for the reconstruction of Strong Road including associated improvements to the drainage and stormwater structures.  The site is located easterly of Nutmeg Road, based on the potential for adverse impact to wetlands and watercourses and of the potential for public interest.

Muller:  Does the Conservation Commission have any input regarding CL&P trimming trees?  Are we notified when there will be trees trimmed or cut down?  Warren: In some instances, yes, but it’s been a long time  – once when the initial power lines were put through the Sanctuary along with some trimming, and when the Barber Hill Road substation was expanded.  Phillips – Rye Street Park also.  It is not known if the Town is always notified but this Commission hasn’t been in a long time.
Delnicki:  The Patriotic Commission recently had their number of Commissioners increased to 10 with an equal number of Democrats and Republicans.  What about increasing the number of IWA/CC Commissioners to ten with an equal number of Democrats and Republicans?  All the Commissioners agreed with this suggestion and to maintain the number of Alternates at two, with the quorum remaining at five.  Phillips: Article 7 of the Town Charter states that the Town Council sets membership and terms of the Commissions.

Motion for:  Chairperson Warren to direct a letter to the Town Council requesting an increase of IWA/CC Commissioners to ten, with an equal number of Democrats and Republicans represented, the number of alternates remaining at two and the quorum remaining at five.
