THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:00 pm

ITEM:  NEW BUSINESS

Appl. #10-01P – Mitchell Real Estate LLC –  Ident Road – IWA/Conservation Commission application for a site plan for a parking lot located southerly of Strong Road and westerly of Ident Road. Industrial (I) Zone.

Tomek Grajewski, Zuvic Associates, presented the application.  Mr. Grajewski provided requested drainage computations associated with this application to Mr. Folger. The site is a 1 acre rear lot located at the intersection of Strong Road and Ident Road.  The parking lot is intended for employees’ cars only, across the street from the school bus parking.   Wetlands are located only in the northern corner of the parcel and do not exceed 360 sq ft.  There is an 80 ft wetland buffer and a drainage ditch on the property specifically created to consolidate runoff from the properties on the west and east.  This ditch extends into a culvert at Strong Road.  The provided soil scientist report stated there was no discharge from the ditch into the culvert upon inspection on May 19, 2009.   The soil scientist report also stated that, other than the wetland area indicated, the soil is well drained and sandy and does not support much vegetation.  The proposal is to following the existing topographical gradient.  There will be limited pavement – for an access to the road with a curb cut and as well as a 4 ft wide sidewalk.  The rest

of the site will be either processed stone where vehicles are parked or landscaped areas in between the aisles as well as on the southern and western boundaries.  Proposed grades correspond to the existing grades to maintain direction of surface flow, with no increase in storm water volume expected.  A bio-retention area, surrounded by vegetation (primarily sedge and New England wet mix, will be built to provide additional filtering for storm water runoff.   A sediment sump for lowering velocities and sediment will provide the outlet from the biofilter area.  There will also be an extended detention storage, which will have capacity to support at least 24 hours before this area is totally drained.  Various types of berry bushes will surround the area.  Some of the existing trees on the property line will be remove to construct the buffer.  There will no disturbance to the wetland area.   The upland area will be planted with upland meadow mix or grass seed.  Folger: The primary function of the wetland on this property is ground water and storm water conveyance from the main wetlands from the north to Strong Road.  The proposed plan should ensure this is maintained.  Warren:  do we need a drainage level report to make sure it will work the way it is engineered to?  Folger:  probably not, because of the location of the drainage pipe – it will not be a dry basin, it will be able to support the wetland plants and seed mix, but will not have standing water (due to mosquito concerns).  

Motion to: approve Appl. #10-01P – Mitchell Real Estate LLC –  Ident Road – IWA/Conservation Commission application for a site plan for a parking lot located southerly of Strong Road and westerly of Ident Road. Industrial (I) Zone, with the following conditions:

1.  The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.  The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

3.  The permit is valid for five years and shall expire on January 20, 2015.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.  

4.  All approvals required must be obtained and submitted prior to any activity on the site.

5.  A contact person shall be identified on the plans.

6.  A bond shall be collected in the amount of $5,000:  $2,500 for installation of storm water controls and $2,500 for maintenance of erosion controls.
