THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Appl. #09-38W – Town of South Windsor – Sand Hill Road Reconstruction Project – IWA/Conservation Commission application for the reconstruction of Sand Hill Road including associated improvements to the drainage and storm water structures - Determination of Public Hearing

Motion to:  Hold a public hearing on Appl #09-38W on January 6, 2010.  The reason being the potential impact on the wetlands and watercourses as well as public interest.

The motion carried and the vote was unanimous.
Appl. #09-37P – NuWay Tobacco – 200 Sullivan Ave. – Conservation Commission application for earth disturbance associated with the construction of two building additions, storm water structures and associated improvements on property located northerly of Sullivan Avenue and easterly of Rye Street.  Assessor’s map #121 parcel #41, Industrial (I) Zone.

Karen Isherwood presented the NuWay application.  Isherwood stated that the plan is for 2 additions, with no increase in impervious surface for one addition due to it being located in the area that is currently a parking lot, and 2 additional driveways which will be exit only onto Rye St.  A vegetative swale is being proposed to address water quality.  Standard erosion and sedimentation control measures will be in place.  Planning and Zoning has already approved – this application is for conservation purposes only.  There will be arborvitae screening trash compactor on loading dock area and 2 additional Maple trees at the Rye St entrance.

Kelly:  Has the receiving wetlands been identified yet?  Isherwood:  Run-off enters Sullivan Ave, continues westerly to Commerce, enters drainage ditch, heads west through lots on Commerce Way– Commissioners had concerns about the direction due to erosion problems on that outlet.  Isherwood:  Management report shows no peak increase in run-off, which is accomplished with a proposed basin.  The actual volume of run-off increases with added impervious surface.  Isherwood will check drainage report to determine the increased volume, but Commissioners felt that the amount would be a relatively small contribution based on the fact that the impervious coverage will only increase from 41% to 51.2 % (65% is allowed).

Brower:  Any additional output from smokestacks or any additional smokestacks?  Kip Shepard – No, basically on gas, do not generally use oil anymore.  Most emission is steam.
Muller:  Any plantings to be done on Sullivan Avenue?  Kip Shepard – Will take down the maple trees left on Sullivan Ave, there will be some landscaping done with additional plantings on Sullivan Ave.

Kelly: Site is really flat, seems that erosion hazard is really low and that the controls should be adequate.

Town Engineer has already reviewed the storm water.

Motion to approve: Appl. #09-37P – NuWay Tobacco – 200 Sullivan Ave. – Conservation Commission application for earth disturbance associated with the construction of two building additions, storm water structures and associated improvements on property located northerly of Sullivan Avenue and easterly of Rye Street, Assessor’s map #121 parcel #41, Industrial (I) Zone, with the following conditions:

  • The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.
  • The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.
  • The permit is valid for five years and shall expire on December 16, 2014.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.  
  • A bond shall be collected in the amount of $2,500 to ensure proper placement and maintenance of erosion controls.
  • All approvals required must be obtained and submitted prior to any activity on the site.
  • A contact person shall be identified on the plans.
