THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:04 pm

ITEM:  MINUTES: 04/01/2009

Approved by consensus with correction to reflect Commissioner Audrey Delnicki as present at the 4/1/2009 meeting.

ITEM:  CONSERVATION COMMISSION

Jeff Folger reported that the bat houses are constructed and ready for placement and that a tree thinning will be taking place at the Wildlife Sanctuary.

Chairperson Warren reported that the Open Space Task Force was informed of the on-going problem of unleashed dogs, horseback riding and motorized vehicle activity on Sanctuary land and at Donnelly.  There does not seem to be regulations to prevent some of these unauthorized uses of the property.  The Open Space Task Force will consult the Town Council regarding this matter.

ITEM:  WETLAND OFFICER’S REPORT

Jeff Folger updated the Commission on the progress of the Tiger Beetle and Grasshopper Sparrow relocation projects.  A number of Tiger Beetles were found and observed on one of the possible relocation sites.  During a 6 week window adults and larvae will be collected and relocated to a temporary site.  Within 1-2 years, they will be moved to the permanent location.

The Clark Street hayfield is a likely candidate to provide suitable habitat for the Grasshopper Sparrows in the area.

Mr. Folger provided an update on the scout’s activities.

Chairperson Warren noted that the Open Space Task Force has determined that the Wapping Park sign should be returned to Ellington Road, the Clark Street location was not noticeable enough to the public.

ITEM:  NEW BUSINESS

Appl #09-15W Town of South Windsor – Nevers Road Improvement Project. - Determination of Public Hearing - IWA/CC application to construct improvements to the existing storm drainage system in Nevers Road, and alteration of an existing watercourse.  Located northerly of Ayers Road and westerly of Nevers Road.
Motion to:  Hold a public hearing on Appl #09-15W on May 6, 2009.  The reason being the potential impact on the wetland and watercourse as well as public interest.

Seconded by: Commissioner Muller
The motion carried and the vote was unanimous.
Appl #09-16P Town of South Windsor Firehouse – 765 Sullivan Avenue. - Determination of Public Hearing - IWA/CC application to construct a public safety facility building, parking, stormwater structures, and associated improvements on property located southerly of Sullivan avenue and easterly of West Road.  General Commercial (GC) Zone.
Chairperson Warren expressed concern that applicant name and address was not Town of South Windsor’s.  Mr. Folger will have information revised to reflect appropriate applicant name and address.

Motion to: Hold a public hearing on Appl #09-16P on May 6, 2009.  The reason being potential wetland impact and public interest.

The motion carried and the vote was unanimous.

ITEM:  OLD BUSINESS

Regulation subcommittee update:  Commissioner Kelly stated that there was nothing significant to report.
