ITEM: CORRESPONDENCE AND REPORTS
Warren stated that she received a memo for Appl# 08-28P- Colonial Point Christian Church to be received.
Warren also reminded the Commission that the Volunteer Appreciation Reception will be held this Sunday, June 8, 2008 at the Mill on the River.
ITEM: CONSERVATION COMMISSION
Folger stated that there is a summer intern that is taking environmental studies at Westfield State College that will be working with him at Wapping Park. They will be mapping out the trail system and researching a project to cultivate Ginseng.

Folger stated that since there hasn’t been much rain so erosion control is good.
ITEM: PUBLIC HEARING
Appl. #08-24W – Town of South Windsor – Avery Street – Inland Wetland/Conservation Commission application for the construction of drainage improvement to a portion of Avery Street located northerly of Cornerstone Drive and southerly of Talcott Ridge Road.
Jeff Doolittle, Town Engineer came before the Commission and presented the proposed application. Doolittle introduced John Wingle from WMC Engineers and Bob Grillo, Project Engineer.
Doolittle stated that Avery Street was approved for funding under the Bond Referendum in the Fall of 2006 to improve the drainage on Avery Street between Chandler Drive and Talcott Ridge Road. The poor drainage is because there is a steep hill from Chandler Drive to Cornerstone because there are no drainage structures and water runs down and erodes the sides of the road and washes off on to people’s lawns. At the bottom of the hill there is a catch basin at the corner of Cornerstone Drive and another one just past Cornerstone Drive. It catches a small amount of water. There is a leak off just past the school driveway and then levels off around 970 Avery Street, which makes the water pond at the end of the road.
Doolittle stated that curbing will be installed and then a portion of the road will be regraded. The water will be discharged into a forebay and discharged to a level spreader and then directed to the east into the wetlands. He also stated that the drainage swale was designed to be in an area that is wooded and the area is not currently wooded. The first section of drainage handles about 900 feet of the road and it is in accordance with the DEP Stormwater Quality Manual. Detention is not needed due to the wetland to the east. The swale is deeper than a foot in some areas and is eight feet wide at the bottom. It also has 3:1 side slopes. There will be a stone four-bay to collect sediment. The second area of drainage runs from below Cornerstone down to just past the school driveway. There is another
set of basins to collect water coming out of the driveway. It handles 350 feet of road drainage.

3. The permit is valid for five years and shall expire on June 4, 2013. It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.
4. All approvals required must be obtained and submitted prior to any activity on the site.

Appl. # 08-25W – Town of South Windsor – Community Center, 150 Nevers Road - Inland Wetland/Conservation Commission application for the construction of a parking lot addition and drainage improvements to a portion of 161 Nevers Road northerly of Collins Crossing.
Bob Grillo, Project Engineer came before the Commission and stated that the parking area is a problem and proposed adding spaces to have 62 parking spots. There will be areas for landscaping as well as new islands. The lighting will be similar to the other lot and the drainage will also be similar.
