IWA/CC Minutes 6-18-2008

Chairperson Warren called the meeting to order at 7:03 PM

ITEM: CORRESPONDENCE & REPORTS

Warren stated that she received an invitation to the Leadership Roundtable meeting which will be held on Monday, June 30, 2008 at the Community Center.

ITEM: CONSERVATION COMMISSION

Folger stated that there are about six or seven Eagle Scout projects in the process for Wapping Park and stated that he met with the intern about mapping out the trails.  They are also rebuilding the bridge over the Podunk on the Donnelly property by West Road and the deck will be put on Friday.

ITEM: WETLAND OFFICER'S REPORT

Folger stated that the rains over the weekend have resulted in very little damage and most of the sites look good.  

ITEM:  NEW BUSINESS

Appl. #08-28P, Colonial Point Christian Church - 855 Chapel Road - IWA/CC application modification for the construction of house of worship, parking grading, utilities, and associated improvements on property located north of Chapel Road.  Rural Residential (RR) zone.
Tim Mulcaly came before the Commission and stated that this application was approved approximately three to four years ago and in the interim phase one has come to a close.  Nothing has changed except for the impervious coverage.  Three of the buildings have shrunk since the last approval 3 plus years ago.  The detention basin will not need to be reworked.  The project is fully funded and therefore is moving ahead.  
Warren asked Folger is he had any additional comments.  Folger stated that the application is straight forward and the site is flat, sandy and perimeter controls are appropriate.  The reduction of the impervious coverage is a benefit.
There were no other comments or questions.

Conditions:

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

3.      The permit is valid for five years and shall expire on May 21, 2013.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

5.      A contact person shall be identified on the plans

6.      We recommend a bond of $5,000.00 for erosion and sedimentation controls and a bond of $5, 000 for establishment of storm water structures.

ITEM:  OTHER BUSINESS

Folger stated that he received an application for Farm Pond and stated that Bill Aman is seeking to build a 10,000 sq. ft. pond on his property as a as a use of right.  Warren asked if there is a stream.  Folger stated that it is a mostly a depressional wetland area that is ground water fed. Muller asked what machinery they would use to dig it out because there is a wetland boundary.  Folger stated that there is crossing and they will access it from there and work their way in. The use would be mostly for watering horses and other livestock.  Folger stated that it is a fairly complete plan and has erosion controls on it.

Jurisdictional Motion to: recognize the use as being permitted as a right.
