IWA/CC Minutes 11-15-2006

Chairperson Warren called the meeting to order at 7:00 p.m.

ITEM:  Correspondence and Reports

The Commission received a notice from Rinker Materials inviting any Commission member interested to a “New England Stormwater Technology Workshop” to be held on Tuesday, December 12, 2006 at the Rocky Hill Marriott from 9:00 a.m. to 12:00 p.m.

ITEM:  Minutes

The minutes of October 18, 2006 were approved with a correction by general consensus of the Commission.

ITEM:  Conservation Commission

Major Michael Donnelly Preserve

Jeff explained that he has been working with Debbie Field, who is a Science teacher at the South Windsor High School, creating an outdoor classroom at the Major Michael Donnelly Preserve.  There will be education signage erected on the site that will highlight the diverse habitats that are on the site as well as individual specimens found on the site.  .

A work party is scheduled for Saturday, November 18, 2006 beginning at 9:00 a.m.  The scheduled work to be completed is to finish the loop trail by installing 37 boardwalk sections.  

ITEM:  Wetland Officer’s Report

Jeff stated he is awaiting a response from the property owner at 178 Foster Street.


Another violation has been found on Strong Road.  The owner of the property encroached on wetlands.  The property owner will draw up a map marking the wetland on the site and Jeff will meet with him to discuss a resolution of this violation.

The Commission discussed the importance of creating conservation easements when a property has wetlands that could possibly be encroached upon even though the area is regulated.

ITEM:  New Business

Appl. #06-54P – Deming Plaza – 400 Buckland Road – determination of a public hearing

Chairperson Warren felt that there would be a great deal of public interest regarding this property.  Commissioner Muller added that there is potential for significant impact to the wetlands/watercourse also.

Motion to:      hold a public hearing due to potential for significant impact to wetlands or watercourse and public interest on December 6, 2006 for appl. #06-54P – Deming Plaza – 400 Buckland Road – IWA/CC application for the construction of a retail plaza, grading, parking, stormwater utilities, and associated impr9ovements on property located north of Deming Street, and east of Buckland Road.  Buckland Corridor Zone (BC).
