Chairperson Warren called the meeting to order at 7:00 p.m.

ITEM:  Correspondence and Reports

The Annual Report for 2005-2006 should be submitted to the Town Manager’s Office.

ITEM:  Minutes

The minutes of October 4, 2006 was approved by general consensus of the Commission.

ITEM:  Conservation Commission

Major Michael Donnelly Preserve

A scout has completed the 150’ of boardwalk which was installed on the loop trail.  The completion of the remainder of the loop trail is scheduled to be done in the next three to four weeks.

Wildlife Sanctuary

A work party is scheduled for Saturday, November 18, 2006 from 9:00 a.m. to 12:00 p.m.  

ITEM:  Wetland Officer’s Report

Jeff stated he was unable to contact the Foster’s regarding the violation that has occurred on their property, will contact them at a later date.

East Hartford Sand & Gravel

Discussions regarding restoration of this area have begun.


ITEM:  New Business

Appl. #06-48P – Dental Services of South Windsor

Mr. Jay Ursery of J.R. Russo & Associates came before the Commission to represent Dental Services of South Windsor.  He explained that the applicant is requesting to construct an addition which will be approximately the same size as the existing building, and renovate the remainder of the building.  The applicant would also like to increase the parking area on the site.  Currently runoff on the property sheet flows ending in the south west corner of the property and eventually goes to the Podunk River.  The parking lot is proposed to be reconfigured and constructed larger.  Roof runoff will be infiltrated back into the ground and runoff from the parking area will run to an enhanced drainage swale.  A check dam prior to the adjacent property will be installed and some of the runoff may be infiltrated back into the ground.  The driveway is being relocated because in the new location the sight lines are better and it will also pull the driveway away from the condo complex.  Erosion and sedimentation control measures being implemented into the plan are silt fencing during construction, a check dam, and construction entrance pad.

Jeff stated that he feels the perimeter controls are adequate.  They are adding the infiltrator plus the small grass swale which are improvements over the existing situation.  There should be a net improvement to the stormwater.

Answering questions from the Commission, Mr. Ursery explained that there will be minor grade changes done on the property.  Additional plantings will be supplemented to the trees located between the building and condo’s.  Where erosion has occurred will be repaired during construction.

Motion to:      approve with conditions appl. #06-48P – Dental Services of South Windsor – 1169 Ellington Road – Conservation application for the construction of an office building addition, parking lot expansion, grading, stormwater utilities, and associated improvements on property located south of Ellington Road, and east of Governors Highway.  A-20 Residential Zone, Office Overlay.

Conditions

1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement.

2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use.

3.      The permit is valid for five years and shall expire on October 18, 2011.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration.

4.      All approvals required must be obtained and submitted prior to any activity on the site.

5.      A contact person shall be identified on the plans.

6.      We recommend a bond in the amount of $3,000 be submitted to the Planning & Zoning Commission to ensure compliance with the erosion and sedimentation control measures.

ITEM:  Other Business

465 Niederwerfer Road

Jeff explained that in the early 90’s a rear house lot was approved by the IWA/CC.  The driveway crosses an intermittent watercourse and wetland associated with it.  At that time a 15” culvert was placed in the watercourse, but unfortunately that culvert is not large enough and the driveway has been washing away during the larger storms as well as causing erosion in the watercourse and stream.  The applicant is proposing to install a 30” pipe, which Jeff feels is a bit large.  Jeff then stated that a 24” pipe would accommodate the flow in the area and reduce the chance of it overtopping the driveway.  The Commission discussed the sizing of the culvert and it was decided to leave that decision up to the applicant.  

Motion to:      find that a full application for proposed work to be done at 465 Niederwerfer Road is not necessary due to the fact that the scope of the work falls within what is outlined in the Inland Wetland/Conservation Commission regulations under sections 4.1.b and 4.2.a.
