IWA/CC Minutes 7-5-2006

Chairperson Warren called the meeting to order at 7:00 p.m.

ITEM:  New Business

Appl. #06-31P – Copper Ridge – RSK Kellco Subdivision

Mr. Galen Semprebon from Design Professionals, Inc. came before the Commission to represent Copper Ridge.  He explained that the site is located on the south side of Pleasant Valley Road.  The site consists of two pieces of property totaling 8.45 acres.  The proposal is for an eleven lot subdivision with an 850 foot cul-de-sac.  Mr. Semprebon explained how the site would drain and how it has been designed to have no increase in storm runoff, but a decrease runoff towards the neighboring property.  The property will be tied into an existing basin which will be altered/improved in order to provide water quality.  

Answering questions from the Commission, Mr. Semprebon explained that the basin was put in when the Pleasant Valley area was developed in the early 1980’s.  The basin is approximately one acre and is presently overgrown.  At the next scheduled meeting there will be a new design for the basin that will be reviewed and approved by Town staff so impacts can be discussed.  

Proposed impacts are within the 80’ upland review area and there are no direct wetland impacts.  The impacts in the upland review area consist of a corner of one of the proposed houses and two footing drains.  All of Jeff’s comments will be addressed at the next schedule meeting.   

Mr. Semprebon stated that the Town asked to have the cul-de-sac constructed versus any access off of Pleasant Valley Road in order to address concerns of access management.  

Commissioner Kelly asked for some type of protection to be noted on the plans for lots 1,2, and 3 because they are the closest to the wetlands and she does not want to see any impacts.  Another concern is the amount of digging it would take to install silt fencing to protect the wetlands during the installation of the footings.  It is felt that the digging would create more disturbance then the actual installation of the footings.  This was discussed at length and it was decided that if the installation is only going to take one day, the erection of the silt fencing would not be necessary.

Chairperson Warren stated that at the next meeting the applicant will be back with updates on the basin treatment and address concerns of the lots that are so close to the wetlands.

Ms. Eleni Scaira of 88 Dawn Drive came before the Commission to voice her concern regarding the drainage and would like to know where the water will be directed and if it would come towards her yard?  Commission members discussed this situation with Ms. Scaira and consoled her concerns.

Appl. #06-32P – AME Plumbing Site plan

Ms. Karen Isherwood from Design Professionals, Inc. came before the Commission to represent this application.  She explained that an 8400 square foot building is being proposed for this site.  The site would have 24 parking spaces with 40.6% impervious coverage and 14% lot coverage.  An existing detention basin that was constructed for the entire subdivision will be used for stormwater management for this development.  A water quality swale has been designed to received impervious runoff.  The site is subject to a 40’ upland review area due to the previous approval of this site.  The design is to allow for no wetlands disturbance on this site.

Answering questions from the Commission, Ms. Isherwood explained that when this lot was approved, the regulated area was 40’ and therefore allowed with what is being proposed now.  The site is 1.3 acres in size with approximately 33% of wetlands on the site.

The plans have been revised in order to address concerns voiced by Jeff.  The changes include providing a sediment forebay at the discharge from the pavement into the water quality basin, adding 6” stone check dams, planting plan for the lawn areas and swale areas, show on the plans the designated stock pile areas, silt fencing down gradient of proposed activity, and the swale will be modified in order to address Jeff’s comments regarding residence time in the swale.

Commission members discussed a mound that is shown on the plans, but can not be found in the field.  Silt fencing as well as orange construction fence will be placed along the limits of clearing in order to protect the wetlands.

The Commission requested that the applicant address stricter controls on this plan and present the Commission with amount of disturbance with a 40’ upland review area as well as an 80’ upland review area.  Further discussions will take place at the next schedule meeting regarding this application.
