IWA/CC Minutes 5-17-2006

Chairperson Warren called the meeting to order at 7:02 p.m.

ITEM:  Correspondence & Reports

Chairperson Warren stated she would draft five questions to submit for the town-wide survey and e-mail them to Jeff Folger.

The Connecticut Emergency Management Symposium will be holding a workshop on Thursday, June 2, 2006 from 9:00 a.m. to 4:00 p.m. at the Crowne Plaza Hotel & Conference Center, Cromwell, CT.

The Town will be holding the Board’s and Commission Appreciation Event on June 11, 2006 from 4:00 p.m. to 7:00 p.m. at the Mill on the River.  All Board and Commission members will receive a formal invitation.

ITEM:  Conservation Commission

There is a Scout Troop that is interested in participating on Saturday, May 6, 2006 to assist on the maintenance of the trails at the Wildlife Sanctuary.

On May 13, 2006 an Eagle Scout will be doing a project over near Clark Street.  The project will consist of restoring the riparian area adjacent to the stream near the Podunk River.  Eight hundred plants will be planted for this project.  The rain date for this project is scheduled for May 14, 2006.

ITEM:  Wetland Officer’s Report

Jeff will send documentation and pictures with a letter to the Town Council and DEP informing them of an erosion problem along the Scantic River, (Commerce Way).

ITEM:  Pubic Hearing

Appl. #06-22P – Evergreen Walk

Mr. John Iennaco of BL Companies came before the Commission.  He explained that his company is in the process of gathering information and would like to request the public hearing be postponed until the May 17, 2006 meeting.

Appl. #06-21W – Victory Outreach Ministries

Mr. Jay Ursery of J.R. Russo & Associates came before the Commission to represent Victory Outreach Ministries.  Mr. Ursery explained that this applicant received approval for a previous application from the Commission, but because there were problems gaining easements rights from an abutting property owner, the project will need to outlet on their own property.  The development is for a 41 unit development in East Windsor and would outlet to their property located in South Windsor.  Mr. Ursery reviewed the proposed revised drainage system explaining that they are proposing a piped system that will go down the farm road to a field, through a series of manholes which will be piped into a sediment fore bay (water quality basin outlet structure, to a plunge pool and then down to the Scantic River.  There will be disturbance to the wetlands and upland review area due to the installation of this system.  Mr. Ursery informed the Commission that within the last 8 to 10 years excavation work had been done which appears to be a boat ramp down to the edge of the river.  Based on the plans and the proposal the impacts will be temporary.

Jeff stated that someone was able to excavate the pipe that goes under the farm road and the pond is about ½ the size then what is shown.  The pipe will need to be located in the field.  This design will provide a better water quality renovation function then the previous application.  The velocities of the proposed system will need to be slowed down in order to prevent erosion problems.  The route the water will take when it leaves the energy dissipater will need to be determined.  It looks like it will head northeast into the small ponded area and then exit out the man made ditch through the six inch pipe, which would be a better situation.  If there will be more volume from the pipe some sort of a protection of the man made ditch and outlet would be necessary.  Mr. Jay Ursery responded that this scenario would be a better situation because it would act as a natural detention area within the wetlands.  Seed mix will be spread throughout the pond to add vegetation on the edges of the pond.  Jeff added that the slopes would need a seed mix spread on them to add diversity to the slopes and a dewatering sequence for the area should be provided to the Commission.

Answering questions from the Commission, Jeff explained that with the less water the area has changed from a ponded area to a shallow marsh.  The applicant agreed to clear out the phragmites as part of mitigation.  Mr. Ursery also stated that the pipe that was placed on this site will either be removed or the area will need to be brought back to the condition it was a few weeks ago.  Mr. Ursery stated he would bring copies of the drainage report to the next scheduled meeting.

The public hearing was continued until the May 17, 2006 meeting.
