In the absence of Chairperson Warren, Commissioner Heffler chaired the meeting.

ITEM:  Minutes

The December 21, 2005 minutes were approved by general consensus of the Commission.

ITEM:  Conservation Commission

Major Michael Donnelly Property

Nick Pratt, an Eagle Scout has completed additional work to the loop trail at the Major Michael Donnelly property.  He cleared approximately 900 feet of trail, built a bridge that will cross a smaller wetlands, and constructed 60 feet of boardwalk.

ITEM:  Wetland Officer’s Report

With the agreement of Mr. Waldron, the contractor for ECHN had placed large soil stock piles on Mr. Waldron’s property on Clark Street.  The 3,000 yards of fill was placed next to and into the wetlands.  After discussions with the appropriate people, it was agreed that the stock piles would be moved when everything is frozen in order to eliminate further disturbance to the wetlands.  No violation letters were issued because all parties have been responsive to this situation.

ITEM:  New Business

Appl. #06-01P – Evergreen Walk Office South – determination of a public hearing

Jeff reported that the request is to construct an office building southwest of the ECHN building.  There is a small watercourse that is being proposed to be crossed with the main ring road that will be going through the entire property.  


There is also a small finger of wetlands that will be used to accommodate the ring road as well.  They are proposing a two acre detention basin which will be placed within the 300 foot buffer in the regulated area.  Jeff recommended on holding a public hearing for this application due to public interest.

Answering questions from the Commission, Jeff explained that the applicant has estimated the need for stormwater management on the entire site based on 100% build out.  There will be no net increase in stormwater runoff from the entire site.

Motion to:      hold a public hearing due to public interest and the potential for significant impact to wetlands or watercourses on February 1, 2006 on appl. #06-01P, Evergreen Walk Office South – Buckland Road – Inland Wetland/Conservation Commission application to construct a medical office building, parking lots, stormwater structures, and associated improvements on property located westerly of Buckland Road, and southerly of Deming Street.  GD, Gateway Development zone.

Appl. #06-02W – River Walk Senior Residence Development – determination of a public hearing

Jeff stated that this application is to allow a gravity fed cross country sanitary sewer line to be installed.  This would result in a temporary wetland disturbance.  Jeff recommended that a public hearing be held because there is public interest and with the initial disturbance there is potential for an impact.

Motion to:      hold a public hearing due to public interest and the potential for significant impact to wetlands or watercourses on February 1, 2006 on appl. #06-02W – River Walk Senior Residence Development – 1235 Sullivan Avenue – Inland Wetland/Conservation Commission application for the construction of a cross country sanitary sewer line for an 18-unit Senior Residence Development on 12.2 acres on property located westerly of Sullivan Avenue and northerly of Pierce Road.  RR Rural Residential zone.

Appl. #06-03P – Tiger Lily Ventures

Jeff explained that this is an application for a three-lot subdivision off of Burnham Street.  He suggested hearing this application on February 15, 2006.  The Commission agreed to this suggestion.
