 Jeff stated the he feels it is appropriate to release the bond for Evergreen Estates. 
 Motion to:      release the bond for appl. # 00-32P – Evergreen Estates – Conservation application for the construction of a thirteen-lot residential subdivision, associated stormwater structures, and infrastructure improvements on property located easterly of Windsorville Road and northerly of Wendy and Gordon Drives (Assessor’s map #1146, parcel #4) RR residential zone.

 ITEM:  Minutes 
 March 16, 2005 
 The minutes of March 16, 2005 were approved with corrections by general consensus of the Commission. 
 May 18, 2005 
 The minutes of May 18, 2005 were approved by general consensus of the Commission. 
 ITEM:  Wetland Officers Report 
 Seeding has been taking place at different locations and the grass has started to grow. 
 ITEM:  Public Hearing 
 Appl. #05-31W – Victory Ministries 
 Attorney Antoniette Webster from Kahan, Kerensky & Capossela came before the Commission.  She explained that the applicant has revised their plan to incorporate the recommendations of staff and comments from this Commission.  Changes that have been made are as follows:  added a channel lining, incorporated maintenance to 
 the swale and incorporated cattails as requested.  Mr. Steele has confirmed with the Town Engineer that all items are in order.  The applicant has met with the East Windsor Inland Wetland Commission and they are in agreement with the recommendations offered by South Windsor regarding the channel. 
 Mr. Dana Steele from J.R. Russo and Associates came before the Commission to represent this application.  He explained that on the overall plan a 40 scale inset has been added to the map which shows a blown up detail of the channel area and the proposed lining.  The Town Engineer is in agreement with what has been proposed, but may be looking for minor modification to the detail of the installation. 
 The following is what has been changed since the last meeting: 
 Maintenance of swale and biofilter, added to the plan. Phragmites will be removed and note has been added to the plan. All Town staff comments have been incorporated onto the plans. 
 Jeff stated that the plan as proposed would create good water renovation, give diversity and create slower velocities and less volume.  All items that the Town staff has recommended have been incorporated into the plans.  The Town Engineer would like two conditions of approval as follows: 
 Details of the bedding for the riprap that will be used in the outlet channel. Size and length of armoring of the channel. 
 Motion to:      close the public hearing on appl. #05-31W – Victory Outreach Ministries – 329 Scantic Road – Inland Wetland/Conservation Commission – application for regulated activities in connection with the construction of a 44 unit Senior Residence Development (SRD), stormwater system on property located southerly of Scantic Road.  Rural Residential zone.

 Conditions: 
 1.      One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission.  This must be completed within 65 days of approval prior to any construction activity on the site.  Plans submitted to Planning & Zoning Commission shall be considered having met this requirement. 
 2.      The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use. 
 3.      The permit is valid for five years and shall expire on June 1, 2010.  It is the landowner(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration. 
 4.      All approvals required must be obtained and submitted prior to any activity on the site. 
 A contact person shall be identified on the plans. 
 Town staff to review and approve the details of the bedding for the riprap that will be used in the outlet channel.

 We recommend a bond in the amount of $10,000 be submitted to the Planning & Zoning Commission to ensure compliance with the erosion and sediment control measures.
