ITEM:  Correspondence and Reports

Jeff handed out a case history where an applicant had told a P/Z Commission they would perform an action during the hearing.  The Commission did not put it in the approval conditions, and the applicant decided not to do the specific item that they had offered.  The Commission brought the applicant to court over this, but since it was not a conditioned item the Commission lost.  Any performance items that land use Commissions would like the applicants to do should be placed in the conditions of approval.

The Chamber of Commerce will be holding their “Annual South Windsor Business Expansion Awards” on March 31, 2005 at Maneeley’s Banquet Facility from 5:00 p.m. to 8:00 p.m.

ITEM:  Conservation Commission

The Town is applying for four WHIP grants for use at the Wapping Park.  The first grant will be used to repair about 200 linear feet of riparian area adjacent to where the pasture is on the Podunk.  The second grant will be used to introduce loosestrife eating beetle’s into a pond in the pasture area in order to try to eliminate the purple loosestrife.  The third project will consist of delaying the harvest of hay in the field until after August 1st, (to avoid the bird nesting period).  If the Town complies with this, the Government will pay the Town $85.00 an acre.  The fourth project would be to provide waterfowl habitat enhancement in the area where Plum Gully Brook meets the Podunk.

ITEM:  Public Hearing:

Appl. #05-03W – Teaberry Senior Residence Development

Mr. Peter DeMallie from Design Professionals, Inc. came before the Commission to represent this application.  He explained that he does not want to go any further with this application.  Mr. DeMallie stated that the Commission needs to determine if they will proceed with a public hearing on appl. #05-13W – Emerald Green/Teaberry Senior Residence Development drainage.  It is Mr. DeMallie’s desire to hear both appl. #05-03P and appl. #05-13W at the same time.

Jeff stated that an extension was received.

Appl. #05-13W – Emerald Green/Teaberry Senior Residence Development

Motion to:      hold a public hearing due to public interest on March 16, 2005 on appl. #05-13W – Emerald Green/Teaberry Senior Residence Development Drainage – 914 Ellington Road – Inland Wetland/Conservation Commission application for regulated activities in connection with the construction storm drainage structures for a three lot subdivision, and a 25-lot Senior Residence Development (SRD), on property located westerly of Ellington Road and northerly of Riverview Drive.  Rural Residential zone.
