ITEM:  Conservation Commission

The program regarding integrating bio-diversity into local land use decisions will be held Saturday, January 22, 2005 at the Tolland County Agricultural Center.

Appl. #05-03P – Teaberry Senior Residence Development

Chairperson Warren stated that this application is before the Commission to determine if a public hearing is necessary.  Chairperson Warren explained that there has been a lot of public interest because this parcel backs up to Quarry Brook Drive.  There are still drainage issues that need to be resolved and therefore Jeff suggested that the public hearing be set for March 2, 2005.  This will give the applicant and the Lakewood Home Owners Association time to settle their differences regarding drainage.


Motion to:      hold a public hearing due to public interest on March 2, 2005 on appl. #05-03P – Teaberry Senior Residence Development – 658 Ellington Road – Inland Wetland/Conservation Commission for regulated activities in connection with the construction of a 25-lot Senior Residence Development (SRD), stormwater system, and associated improvements on property located easterly of Ellington Road and northerly of Quarry Brook Drive.  Rural Residential zone.

Appl. #05-06P – Vanco Associates

Mr. Dana Steele a Professional Engineer from J.R. Russo and Associates came before the Commission to represent this application.  He explained that he would like to request a wetland permit in order to pave an existing gravel surface.  The paved area will not increase in size.  Along with this request there will also be an opportunity to make improvements to the stormwater system.  The plans have been revised in order to address Town staff comments.  The site is presently sloped from the east to the west towards the Podunk River and the runoff presently sheet flows over the embankment.  There are areas of erosion, which will be taken care of by curbing the perimeter of the parcel.  The runoff will be collected into a formal storm drainage  system, which will provide stormwater treatment.  The area of pavement will be reduced in order to provide a buffer.  The applicant will be providing a system of galleys as shown on the plan.  This will allow for stormwater to go back into the ground and will reduce the volume of runoff.  The location of the galleys may change after test pits are complete to determine the suitability of soils.  The site will collect runoff into a double sized catch basin at the corner of the property, will travel into a particle separator unit, outlet down the bank into a drop manhole structure to a flat slope to reduce velocities and into a scour hole armored with riprap to prevent erosion at that discharge location.  This plan will eliminate the erosion problem on the slopes.

Chairperson Warren explained that Jeff stated that the revisions to this plan are good, except in the area of the infiltration system, a catch basin would need to be added to the plan.

Mr. Dana Steele said that the applicant would most likely be using the vortechnic 3000 system at this site.  Although if another system becomes available that is acceptable by the Town Engineer, the applicant would like the ability to make that modification.  This system will remove 80% of total suspended solids from this site.

Answering questions from the Commission, Mr. Steele felt the catch basin as proposed by Jeff Folger could be provided.  It was decided to leave the erosion problem on the embankment alone.  After curbing is complete there will be no more water running down the bank and therefore no further erosion will happen.  After installation of the new pipe on the slope an erosion control mat will be used for temporary stabilization.  At the top of the bank, repairs will be done so that there are no gullies running down the embankment, but in terms of repairing the entire embankment, it is our opinion that the curbing will eliminate water from running down the bank so it is no longer an issue.  The total wetland disturbance is approximately 200 square feet.  When washing the RV’s, a bladder is placed over the catch basin so that dirty, soapy water is directed to the sump and then pumped back to the sanitary sewer.

This proposal includes three parcels which makes up the 62% impervious coverage.

Commissioner Forzley felt that a hood for the 18” pipe that leaves the double catch basin would be advisable.

Commissioner Wasik, Heffler and Kelly all stated that they would be more comfortable waiting for Jeff Folger before making a decision on this application.  Commissioner Heffler said she would like to have a memo from Jeff before the next scheduled meeting.

The application was continued until the February 2, 2005 meeting.
